[size=45]Parliament's agenda for Sunday's session is devoid of discussing the budget, despite the passage of about 20 days since the government sent it, but deputies spoke of concerns expressed by the parliament's presidency regarding making the law for three years, and negotiations with the Finance Committee before starting discussions.[/size]
[size=45]The parliament’s agenda in its session today did not include the budget law, as it contained three paragraphs, which are “to vote on the draft law on management of genetic resources submitted by the Committee on Agriculture, Water and Antiquities, and the first reading of the draft law on Halabja Governorate in the Republic of Iraq submitted by the Committee of Regions and Governorates that are not organized in Region, report and discussion (second reading) of the draft law on statistics and geographic information systems submitted by the Strategic Planning and Federal Service Committee.[/size]
[size=45]"The inclusion of the budget law on the agenda should take place during the current week, after it was delayed," said Representative Jay Taymur.[/size]
[size=45]And Timur continued, "The draft sent by the government is still with the Presidency of Parliament and has not reached the Finance Committee until the present time."[/size]
[size=45]He pointed out that «the upcoming amendments to the project will include technical issues, as all the blocs agree to approve quickly, but it is necessary to stand on the observations on the operational and investment sides».[/size]
[size=45]Timur said, "Parliament will discuss financial allocations, whether for ministries and official institutions, or those that go to local administrations."[/size]
[size=45]And he indicated, “The representatives did not see the contents of the budget, but we heard that it will be for three years, but the Federal Financial Management Law No. 6 of 2019 in general stipulates that the first year the budget is binding, and as for the next two years, it is subject to amendment, if necessary.”[/size]
[size=45]And Taymour believed, "The presence of a three-year budget is a positive matter and gives financial, economic and administrative stability, but there is fear of instability in oil prices and its impact on the state's public revenues and the inability to cover expenses, especially with the widening deficit."[/size]
[size=45]But he came back to clarify, that «the majority of members of parliament with making it for three years, as it carries positives that outweigh the negatives, especially in terms of financial and economic stability».[/size]
[size=45]And Taimur concluded, "The consensus between the political blocs will facilitate the process of its approval, but we still need to see the details of the law in order to conduct parliamentary discussions."[/size]
[size=45]For his part, MP Mohsen Al-Saeedi said, "The discussion on the budget has not started until now, but we hope to complete the voting process before the Eid holiday."[/size]
[size=45]Al-Saeedi expects, "changes in the law will occur through transfers to include sums of money transferred from unnecessary exchange doors."[/size]
[size=45]And he stressed, “Efforts come to implement the budget law, starting next May, with the aim of helping the government implement its ministerial platform, which Parliament voted on when confidence was granted to the government of Muhammad Shia’a al-Sudani last October.”[/size]
[size=45]And Al-Saeedi stated, “The coordination framework wants to pass the budget law away from political deals, because this law is absolutely necessary and pertains to the people’s livelihood, and its passage cannot be mortgaged to other agreements that carry gains for certain blocs.”[/size]
[size=45]And he indicated, "The law is still with the Presidency, but the concerned committees are conducting discussions on drafts that they have received, and we are waiting for them to be officially handed over to them with all the schedules sent by the government."[/size]
[size=45]Al-Saeedi concluded, "The political blocs and parliament committees must be serious about passing this law quickly and include paragraphs and materials proving the rights of vulnerable segments of society, foremost among them the social welfare segment and retirees who have suffered deprivation over the past years."[/size]
[size=45]For his part, MP Muhammad Al-Shammari said, "The Presidency of Parliament is currently conducting discussions with the Finance Committee that precedes presenting the budget to the representatives to start with the first reading."[/size]
[size=45]Al-Shammari continued, "A number of issues are currently being considered by the Presidency of the Council, the first of which is related to making it for three years before the budget is referred to the representatives."[/size]
[size=45]He pointed out, "There are fears among many parliamentary circles about the possibility of a drop in the price of a barrel of oil in global markets, and this makes the budget very embarrassing, especially since it was drawn up for three years."[/size]
[size=45]Al-Shammari stressed that “this issue is related to the deficit amounts that amounted to 64 trillion dinars,” and raises the following question: “How will it be covered if this decline in oil prices occurs during the next two years?”[/size]
[size=45]And he talked about "other disagreements, foremost of which is the distribution of funds to the governorates, especially since there are areas that record high rates of poverty, as is the case of Muthanna and Diwaniyah."[/size]
[size=45]Al-Shammari concluded by saying, “The government wanted to deliver messages of reassurance to the Iraqi street that the budget, during this session, will not be delayed, because it will be in force for three years, and we will not enter into new disputes that disrupt people’s interests, but this generates other concerns, especially the issue of the deficit and the ability to cover it in light of the adoption of The treasury is dependent on one main resource, which is oil.[/size]
