Attention awaits approval of the budget

More than two weeks after the arrival of the draft budget law for the year 2023 from the government to the House of Representatives, all eyes are on the parliament to start working on the law and to start presenting it in its session, while the weightings indicate the possibility of approving the budget and voting on it after the blessed Eid Al-Fitr holiday.
And the Parliamentary Finance Committee announced that until now the budget law had not officially reached the committee, and committee member Mueen Al-Kazemi told “Al-Sabah”: “The draft budget law has not yet reached the Parliamentary Finance Committee, and that what is found in the committee’s inclusion now is only the draft.” ".
And he indicated that “the Finance Committee will have an opinion on the budget law by making amendments to the financial deficit that exists in partnership and agreement with the Ministry of Finance and the government for approval,” and stressed that “any financial deficit will not affect operating expenses in terms of employee salaries and appointments, so it will not be affected.” Never, and there is no concern in this aspect, and the possibility of reducing some doors.
And Parliament Rapporteur Gharib Askar al-Turkmani confirmed that "the budget will be sent to the Parliamentary Finance Committee next week for the purpose of initiating its study and review of it," and added that "the period of time that Parliament will need until the law is approved ranges from one to two months."
For his part, the economic advisor to the Prime Minister, Mazhar Muhammad Salih, told Al-Sabah: “The delay in approving the budget until next May is considered acceptable, and that the delay in presenting and approving the budget law bears one chapter, no more.” He continued, “The impact of the budget on the financial and economic situation.” The country is big and direct.
In turn, the representative of the "Al-Fatah" coalition, Ali Turki, expected that the budget would be approved after the blessed Eid Al-Fitr holiday, "because most of the political forces seek to approve it as soon as possible."
Representatives and those interested in political affairs suggested that they would not face any obstacles in the budget law, especially the political ones, because there is agreement among all parties to a large extent.
And economic expert Rashid Al-Saadi said, in an interview with "Al-Sabah", that "diversifying financial revenues is a very important factor in the budget and contributes to resolving its approval significantly," noting that "the government is taking continuous steps in this direction, but the results are sometimes not as required.”
And he continued, "The period for approving the budget will not be long, because there is consensus in the government and parliament on it, and that its approval will not need the period that has been talked about, despite the large variables." It is significant, especially since this budget is tripartite, and that the 2024 and 2025 budgets will not take long to be approved.
It is noteworthy that a member of the Parliamentary Finance Committee, Hussein Muanes, called on the First Deputy Speaker of Parliament, Mohsen Al-Mandalawi, in a statement, to “send the draft general budget as soon as possible for discussion in the Finance Committee,” pointing out that “at a time when the people are waiting for the approval of the country’s general budget.” The Finance Committee should redouble its efforts to pass it."
He added, "The state's need to approve the general budget requires members of the House of Representatives to expedite its approval."
The total budget is more than 197 trillion dinars, including 150 trillion for operational and 47 trillion for investment, and its deficit exceeded 63 trillion dinars based on the price of oil at $70 a barrel, while non-oil revenues amounted to more than 17 trillion dinars, and the Kurdistan region’s share of the budget reached a percentage of 67.12%, and Parliament received the budget on March 16, but it has not yet reached the relevant financial committee.
