    Parliament Speaker Muhammad al-Halbousi sought to export his internal crisis within his party, which suffers from major public splits, to Baghdad, through his clash with Prime Minister Muhammad Shia al-Sudani and insisting on postponing the budget submission to parliament.

     According to a statement issued by his office, Al-Halbousi denied the existence of any differences between him and Al-Sudani, in a statement that reveals many of the crises that Al-Halbousi and his private office suffer from, as no previous presidency during the 20 years issued such a statement.
    At the time, Prime Minister Muhammad Shia al-Sudani held several meetings with prominent Sunni leaders and opposition to the rule of al-Halbousi, most notably Jamal al-Dari, Muhammad al-Khalidi, Rafi al-Issawi, and Jamal al-Karbouli, in a clear indication of the existence of a new Sunni movement that would end al-Halbousi's dominance over the capabilities of the Sunni component, in conjunction with information indicating the existence of arrest warrants against Sunni leaders.     Sources close to the Taqaddam Party, which is led by al-Halbousi in Anbar Governorate, reveal political arrangements that precede the issuance of arrest warrants against senior officials in Anbar, most of whom are from the Taqaddam Party, on the background of files of financial and administrative corruption.
    The source said, in a statement to Al-Maalouma Agency, that "political arrangements are under the direct supervision of Parliament Speaker Muhammad al-Halbousi to settle corruption files issued against senior officials in the local government, most of whom are leaders of the Taqaddam Party, which is led by al-Halbousi."
    The source added, "Al-Halbousi is holding talks in complete secrecy with influential figures in the central government to settle their files before referring them to the judiciary," noting that "Al-Halbousi met those wanted on charges of corruption and informed them of the need to leave their positions before executing the arrest warrants," explaining that "the integrity committees indicated the existence of financial and administrative corruption operations." And the disappearance of huge sums of money in a number of government departments run by prominent leaders of the Taqaddam Party.
    It is noteworthy that a local official confirmed earlier that the phenomenon of bribery and corruption is widespread in most government departments in the province.

     
    A number of sheikhs and notables of Anbar province launched a scathing attack on al-Halbousi.
    Al-Sheikh Ahmed Al-Dulaimi said in a statement to Al-Maalouma agency, "The Speaker of Parliament, Muhammad Al-Halbousi, is not serious about approving the financial budget for the current year through provocative actions that he raises in every session. Sometimes he excludes a deputy from a committee and asks a security force to remove deputies who object to the decisions of the parliament and grants him his freedom." Compulsory leave for 15 days, indifferent to the demands of the people to quickly legislate the two important laws.
     
    On Sunday, independent politician Muhammad al-Ezzi revealed the formation of the first electoral alliance in Diyala that included 9 important political forces.
    Al-Ezzi said in an interview with Al-Maalouma, that "representatives of 9 political forces, currents and parties, including the former Speaker of Parliament, Salim al-Jubouri, the head of the Bayarq al-Khair party, and political figures, most notably Salman al-Lahibi and others, announced the formation of the first electoral alliance at the level of Diyala."
    He added, "The announcement of an electoral alliance that directly represents the Sunni component is the beginning of other alliances within the Sunni house, which will be the most prominent and most important competitor of the sovereignty coalition in Diyala, which is facing major complications in recent months."
    He pointed out that "one of the most important provisions of the coalition is opening the doors for more forces to join it in preparation for the provincial council elections to be held at the end of 2023."
    Diyala is witnessing a political movement with the decision of the election law and its date at the end of this year.
    Al-Halbousi's blackmail arrives to remove the terrorists in exchange for the budget
    Independent MP Basem Nghimesh Al-Gharibawi attributed the delay in presenting the financial budget for the current year 2023 by Parliament to technical reasons and political differences, indicating that Parliament Speaker Muhammad Al-Halbousi is working to pass the general amnesty law in exchange for passing the budget.
    Al-Gharibawi said, in an interview with Al-Maalouma Agency, that "technical reasons delayed the inclusion of the budget on the council's agenda, and these reasons relate to the financial deficit for the next three years, as well as the lack of fairness to the governorates."
    He added that "one of the main political reasons for not referring a draft law to the relevant parliamentary committees is related to passing the general amnesty law in return for passing the budget." 

     
    He pointed out that "the budget law is still included in the office of the Speaker of Parliament," stressing that "political differences prevent the possibility of passing it."
    And he continued, "The agreement to pass the 2023 budget requires political consensus regarding other laws within the State Administration Coalition."
     
    And Representative Muhammad Al-Baldawi had confirmed in a previous statement to Al-Maalouma that one of the main reasons for not referring the draft budget law to Parliament is related to the differences between the Speaker of the House of Representatives and his sovereign alliance. Ended 25
