    And many blocs say that his absence will not prevent the approval of the budget, as he has two deputies, but that will reduce the legitimacy of this big step that gives the government of Muhammad al-Sudani great financial freedom in financial transfers and borrowing until the end of its term, after it became clear that the idea of ​​early elections was canceled.  
      
    The messages of Parliament Speaker Muhammad al-Halbousi, and his sophistication in expressing his annoyance, came immediately after an agreement, described as historic, between the Sudanese government and the Kurdish parties, to resolve differences over oil exports and the federal region’s share of the financial budget. The Kurds are their main demands, and an “international guarantee” was provided to them by an Arab and a regional side, but it ignored the demands of the Sunni community in the provinces that suffer the scourge of the war with ISIS, especially Nineveh, Anbar, and the outskirts of Baghdad.  
      
    Political circles in Baghdad talk about the prime minister’s desire to proceed with the implementation of many of the pledges he made to the Sunni parties, to ensure confidence in his government last fall, but other parties, such as former Prime Minister Nuri al-Maliki and some factions, do not want to strengthen al-Halbousi’s position in front of his Sunni audience, and believe that he is He was “inflated too much,” and it would be good to replace him and prevent the emergence of a major Sunni leader, as has been the case for 20 years.  
      
    And senior parliamentary sources confirm that Al-Halbousi sent letters to regional and international parties that were part of the talks to form the government, especially Tehran, and asked for a guarantee similar to that obtained by the Kurdistan region, to resolve matters concerning his public, including a general amnesty for detainees who did not receive fair trials in years. Violence and civil strife, reducing the penalty of belonging to the former Baath Party, and ensuring the return of the displaced to the areas south of Baghdad, which witnessed a kind of forced displacement, at the hands of the pro-Iranian factions.  
      
    And the parliamentary sources mention that al-Halbousi and his allies may wave the “Sunni region” card, similar to the Kurdish experience, as the constitution guarantees them this if they succeed in uniting their audience in Nineveh, Anbar and Salah al-Din, which will ring alarm bells among Tehran’s allies, especially after the start of the experimental operation of the Crutch field. The giant gas in the Anbar desert, and its imminent transformation into a production center monitored by Tehran and Moscow as well, is part of the energy war and gas transmission lines raging between Russia and the European Union.  
      
    Adopting the idea of ​​the region within the Sunni-majority provinces will encourage Basra, which has a Shiite majority, to reintroduce the Basra region project, which failed in 2008 and 2013, as Iraq's only port and most prominent trade route, and its possession of about 80 percent of Iraq's oil reserves.  
      
    Al-Halbousi agreed to attend a breakfast banquet last week with Prime Minister Muhammad al-Sudani, and the sources say that a “heavy blame” was exchanged between the two men, but many parties believe that Tehran itself will encourage calm, and give some additional gifts, to ensure a period of calm during which many people will be devoted. Economic affairs and regional dialogues, especially with Riyadh, and that there is no need to disturb the atmosphere in the dispute with prominent Sunni leaders in Iraq.
