    Today, Wednesday, the head of the Parliamentary Services Committee, Mahma Khalil, considered the merging of the Sinjar district and the Nineveh Plain into one reconstruction fund a “political scheme” to obstruct the reconstruction of Sinjar and keep it in its current state, calling for the formation of parliamentary oversight committees to follow up on the work of the reconstruction funds in the governorates.
    Khalil, a Yazidi deputy for the Kurdistan Democratic Party in Nineveh, said in a press interview seen by Taqaddam, “The stricken Sinjar district requires an independent reconstruction fund, isolated from the Nineveh Plain or any other region, to prevent its entitlements from being classified by political parties for many motives.”
    He pointed out, "The presence of political parties that impede the reconstruction of Sinjar, or a positive gesture towards it."
    "We hope to reconsider the merger decision and pay special attention to the Sinjar district, which has been most affected by the actions and remnants of ISIS," the deputy added.
    Khalil called for “the formation of parliamentary oversight committees to follow up on the work of the reconstruction funds in the governorates and the movement of funds and the doors in which they are spent in order to show the extent of the transparency of their work and prevent cases of manipulation and corruption and the exploitation of the entitlements of the affected and afflicted areas.
    On October 9, 2020, Baghdad and Erbil reached an agreement to normalize the situation in Sinjar, which provides for joint management of the judiciary in terms of administrative, security and service aspects.
    ISIS invaded Sinjar district in 2014 and committed a massacre against its residents, before the Peshmerga forces took it back the following year.
    However, the Iraqi army, backed by the Popular Mobilization Forces, invaded the region due to the tension between the region and the federal government over the independence referendum in 2017.
    And the Iraqi authorities installed new officials in the judiciary in place of the elected officials who withdrew from the region to Dohuk Governorate when the Iraqi forces advanced.
    The anti-Ankara PKK also formed a loyal faction there under the name of the “Sinjar Protection Units” and receives salaries from the Iraqi government as a faction under the umbrella of the Popular Mobilization Forces.
