    Today, Thursday, the First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, called on the government and the concerned institutions to coordinate with the concerned parliamentary committees (finance, the Security and Defense Committee) in a way that would expedite the completion of the implementation of the decision to transfer the employees of the Ministries of Interior and Defense from holders of certificates to civil staff within their ministries. 
    A statement from his office, received by (Baghdad Today), stated that Al-Mandalawi "received today, representatives of the Ministry of Interior and Defense, graduates and holders of higher degrees, in the presence of Representative Hussein Habib."
    Al-Mandalawi confirmed, "The Council Presidency has received more than 112 signatures submitted by the deputies, demanding to approach the security ministries to expedite the implementation of the text of Article 12 (Secondly E) of the Federal General Budget Law No. 23 for the fiscal year 2021," after completing the procedures for deletion and creation of the ministry's employees covered by the aforementioned article. ".
    He explained, "The transfer procedures included large numbers of them, but the end of the fiscal year and the failure to legislate a budget law for the year 2022 prevented the rest of the numbers from being completed."
