Specialists: The salary scale is an attempt to polish politicians and it is difficult to implement it

Baghdad / Zaydun al-Jizani
Yesterday, Monday, Tahrir Square in the center of the capital, Baghdad, witnessed the launch of demonstrations by state employees from various governorates to adjust salaries, while specialists in economic affairs stressed the difficulty of approving the new peace that the government is talking about at the present time.
The (Al-Mada) correspondent stated that “Al-Tahrir Square in the center of the capital, Baghdad, witnessed, yesterday, Monday, the start of demonstrations by state employees from various governorates, calling for amending the salary scale and reducing class differences between employees before approving the 2023 budget.”
Ali al-Zaidi, one of the demonstrators and an employee in a department affiliated to Salah al-Din Governorate, said, “On International Labor Day, we raise our demand to Prime Minister Muhammad Shia al-Sudani, the Parliamentary Finance Committee, Parliament, and the concerned authorities to expedite the approval of the law to amend the salary scale and remove the disparities and injustices that we are exposed to in the absence of fairness and discrepancy.” What is clear between one department and another is the size and amounts of salaries.
Al-Zaidi added in an interview with (Al-Mada), "In the event that our demands are not met, we will have continuous demonstrations in Baghdad and in front of the headquarters of local governments in the provinces."
In turn, one of the demonstrators, an employee in one of the health departments, Muhammad Hussein, said, "We demonstrated today to demand an amendment to the salary scale for employees to reduce class differences between employees of ministries and equalize them."
Hussein continued, in an interview with (Al-Mada), that “the current salary scale is unfair and there are large differences in salaries between one ministry and another.” And he stressed, “The salaries of the three presidencies must be reduced, and the salaries of officials, special grades, and deputies should be reduced, compared to the low salaries of employees.”
Hussein stressed, "The high salaries of officials have created large class differences, which will have a great impact on the Iraqi state in the future, if it survives."
And the employee of the Wasit Water Department, Majid Hassoun, says, "We came today from several governorates to demonstrate and protest against the necessity of amending the salary scale and its approval by Parliament, in a way that preserves the rights of the employee, who is no longer able to manage his living affairs in light of the current high prices in the markets."
Hassoun, who supports a family of 6, confirmed that he could not meet their monthly needs without borrowing from others, and therefore debts had accumulated on him.
He pointed out, "The current salary scale is not equal among employees in general. There are those who receive a monthly salary of more than one million dinars in a specific ministry, and the other who receives less than 600,000 dinars, even though they have the same certificate and the same job grade."
Commenting on what was stated by a member of the Parliamentary Finance Committee, Uday Awad, that “the application of the new salary scale needs to add an amount of 8 to 11 trillion dinars, and work is continuing to approve it,” the academic and specialist in economic affairs, Nabil Al-Marsoumi, replied that “the new salary scale is (pinging) or (suicide) economic) without exceeding $100 per barrel of oil. Al-Marsoumi added, “If the application of the salary scale requires adding financial allocations amounting to 11 trillion dinars to the budget that is already burdened with deficits and debts, then this means that the salary scale will not be approved neither this year nor in the coming years, unless the price of a barrel of oil rises to more than $100, otherwise it is either general anesthesia or economic suicide!!
Meanwhile, economist Dergham Muhammad Ali said, in an interview with Al-Mada, that “the new salary scale requires large additional allocations for the operational budget, which is already flabby and absorbs more than 80 percent of the state’s total budget.”
Ali added, “This means an increase in the rentier state’s burdens on non-development activities, due to the fact that state departments in Iraq are not productive.”
And he talked about “the difficulty of approving the new salary scale in its current form, especially since it will face rejection from institutions for which allocations constitute most of the total salary items.”
Regarding the movements of the political blocs and their promises to approve the salary scale, Ali indicated that “politicians are always trying to polish their image with promises, some of which are unrealizable and some of which are exhausting for the state’s budget, and as a result, the issue does not bear any form of reforms.”
For his part, a member of the Parliamentary Finance Committee, Representative Mudar Al-Karawi, confirmed that the salary scale is still in the corridors of the government.
Al-Karawi said in a statement followed by (Al-Mada) that “the higher committee to amend the salary scale, which was formed by the Sudanese government months ago, completed the bulk of its work and set a balanced scale that includes fairness and transparency in determining salaries for Iraqi state employees.”
He added, "The salary scale is still in the corridors of the government and has not reached Parliament yet."
And Al-Karawi went on to say, “The Finance Committee will adopt 3 variables on the salary scale, the most prominent of which is fairness to the simple segments of employees, creating fairness in salaries between the various state institutions, and not setting any differences in entitlements.”
The Finance Committee had previously published a draft of the new salary scale, according to which the lowest nominal salary for the employee will be 450,000 dinars, with an increase in allowances of 50% for risk and 30% for the cost of living. The ladder also included the cancellation of all allocations granted to employees according to laws or decisions issued by Council of Ministers.
