An American report counted the decisions of the former civil governor of Iraq, Paul Bremer, as the reason for the country's entry into chaos and terrorism, stressing that dissolving the army left hundreds of young men on the street without work or minimum reward.
A report by the American (Atlantic Council) website stated that despite criticizing the manner in which the civil administrator, Paul Bremer, led Iraq after the invasion for a year due to waste and chaos, the most important decisions he implemented caused Iraq to enter the abyss of chaos and terrorism that followed you.
The report continued, "Bremer's decisions to dissolve the Iraqi army, the Ministry of Interior, and a number of other ministries put hundreds of thousands of young men who received military training on the street, without work and a minimum reward for doing anything."
He added, "In fact, there were military elites from the former regime, in addition to soldiers who ended up helping to establish the terrorist organization ISIS, which posed an existential threat to the Iraqi state."
He pointed out that "Bremer later admitted that the implementation of these decisions was bad, as dissolving the army led to destabilizing public security and the state at a time when chaos began to spiral out of control."
And the report indicated that “the chaos and looting were considered the first real sign that things were going delinquent, and Bremer’s decree was an acceleration, because the evaporation of the army by the time the Comprehensive Peace Agreement was installed means that its dissolution by law can be seen as an endorsement.” American chaos, and there was no clear conception of what would happen next.”
The report emphasized, "The Shiites had no love for Saddam, whose regime brutally suppressed them and persecuted their faith, but at the same time they had no love for the West, as there are long memories in Iraq."
And he stated, “People remember the British installing the Sunnis to rule in their new state, and therefore the army and its officers were Sunni institutions committed to keeping the Sunnis in power, and many Shiites believe that the United States, after overthrowing Saddam, will follow Britain’s example in that.”
And the report went on, that “Bremer’s decrees, however, would have appeared sectarian, exacerbated Sunni rejectionism and certainly fueled the rebellion in Ramadi and Fallujah, while the political leanings of the Shiites were the biggest puzzle for the United States and its allies.”
The United States of America had appointed Paul Bremer as a civil ruler over Iraq for the period from May 12, 2003 until June 28, 2004, before the country’s administration took over the interim Iraqi government headed by Iyad Allawi, and the Bremer era witnessed the issuance of dozens of legislative and executive decisions, some of which were It is still in effect until now.
