[size=45]Yesterday, Tuesday, the capital, Baghdad, witnessed the start of demonstrations calling for amending the salary scale in Tahrir Square, at a time when the representative of the Coordinating Committee was arrested amid intense security deployment.[/size]
[size=45]Hundreds of Iraqi ministries' employees demonstrated at the beginning of the month. To demand an amendment to the salary scale of employees to reduce class differences between ministries employees and equalize them, considering that the current salary scale is unfair and there are large differences in salaries between one ministry and another.[/size]
[size=45]The director of the Coordinating Committee demanding the amendment of the salary scale, Muntadhar Kazem, was arrested early yesterday morning by a security force. Without mentioning the reason, according to the detainee's brother. Karrar Kazem said, in press statements, that "a large security force entered the area at exactly five o'clock in the morning today and surrounded our house to arrest my brother Muntazer Kazem, the director of the Coordinating Committee demanding the salary scale, before he went to Tahrir Square."[/size]
[size=45]Kazem added, "A security force arrested my brother Muntazer and confiscated his personal phone."[/size]
[size=45]He pointed out, “The security force did not disclose to us any information about the arrest, and they did not mention to us the follow-up of any department or any directorate for review.”[/size]
[size=45]Kazem pointed out, "My brother Muntazer was the representative of the demonstrations to demand a salary scale and the director of the Coordination Committee." He talked about "there are bargains by unknown parties to release Muntazer Kazem in exchange for withdrawing from the demonstration."[/size]
[size=45]After that, the Higher Coordinating Committee for Iraqi Employees announced the postponement of the (salary scale) demonstrations, scheduled for yesterday, until further notice.[/size]
[size=45]The committee stated, in a statement received by Al-Mada, that “it was decided to postpone the (salary scale) demonstrations scheduled for yesterday, Tuesday.”[/size]
[size=45]And the statement continued, “The government agencies began to comply with the demands of the revolution, announced unconditional approval and made promises to approve the salary scale within a maximum period of the end of next June.” In addition, Representative Mustafa Sanad spoke about “the lack of seriousness in the draft salary scale by members of the House of Representatives, and there is an attempt to weaken the governors and strengthen the ministers with financial allocations in the financial budget.” Sanad continued, "The salary scale is a private project and outside the budget, and the cost of the project ranges from 8 to 11 trillion dinars."[/size]
[size=45]And he indicated, “The salary scale is currently in the General Secretariat of the Council of Ministers and the relevant committee has not approved it, and it needs to go to the Council of Ministers for approval.”[/size]
[size=45]And the financial advisor in the government, Mazhar Muhammad Salih, confirms that there are “two solutions to this issue, the first of which is: to review all salaries of employees, and there will be a salary base that takes into account service and qualifications, as stipulated in the standards of the Service Council.”[/size]
[size=45]And Saleh continued, “The second solution is to assign the lowest job grades with (cost of living) allocations,” stressing that “this procedure can be modified through allocations, and it was previously applied in Iraq during previous decades, which is more fair to employees.”[/size]
[size=45]An intense force of the security services was deployed in the center of the capital, Baghdad, ahead of the launch of a demonstration by employees demanding an amendment to the salary scale.[/size]
[size=45]And media sources stated, “The law enforcement forces and the federal police deployed heavily within Al-Khilani Square, Al-Tahrir Square, and Al-Jumhuriya Bridge, in anticipation of the start of demonstrations by employees demanding an amendment to the salary scale.”[/size]
[size=45]In a related context, the Baghdad Intelligence and Security Directorate directed the Karkh and Al-Rusafa security intelligence to have 100% working hours for Tuesday and Wednesday, and stressed the prohibition of giving leave during the aforementioned two days, in anticipation of any demonstration, according to what local media reported, quoting a security source.[/size]
[size=45]And the Joint Operations Command stated in a statement, “The directives of the Commander-in-Chief of the Armed Forces to the Deputy Commander of Joint Operations, Lieutenant General Qais Al-Muhammadawi, and all security and intelligence leaders, are very clear on the importance of dealing with the highest levels of respect with peaceful demonstrators.”[/size]
[size=45]The statement called, "the units, commanders, commanders, and officers in their various positions to assume their responsibilities by ensuring full protection for the demonstration sites in Baghdad and all of the governorates of Iraq."[/size]
[size=45]And he stressed, “The units have the highest levels of discipline, calmness, professionalism, and cohesion with our people and with all peaceful demonstrators who demand their legitimate rights and express them in the peaceful ways approved by the constitution and deliver them to the competent authorities authorized through representatives of the demonstrators for the purpose of considering them and meeting the requirements and rights of our people, especially those that are compatible with The applicable laws, legislations and relevant instructions.[/size]
[size=45]The statement stressed, "the previous orders not to carry and use any kind of weapons and live ammunition by the units assigned to protect the demonstrators."[/size]
[size=45]And she urged, “Dealing with abusers or those who attempt to attack public and private plots or property should be in accordance with the law.”[/size]
[size=45]The statement demanded, “The demonstrators maintain the peacefulness of the demonstrations and the continuity of the historic fateful relationship with the people and members of our security forces who perform a sacred duty to protect and serve this great people.[/size]
[size=45]And the statement ended, by "emphasizing the security sectors to secure demonstration places, protect demonstrators, prevent the entry of any weapons or hurtful tools, and not allow blocking roads, burning tires, or attacking public and private property."[/size]
