    Today, Sunday, Minister of Finance, Taif Sami, confirmed that the salaries of employees and retirees and social protection will not be affected, while noting that the file for re-terminated contracts is within the 2023 budget.
    Sami said, during an interview with a number of media outlets, including the Iraqi News Agency (INA), that "the government submitted a draft budget law for three years based on the provisions of Article Four / Second of the amended Financial Management Law No. 6 of 2019, which obligated the Minister of Finance to prepare the medium-term budget." For three years, it is submitted for one time, and the first is obligatory, and the Council of Ministers has the right to amend it based on the proposals of the Ministers of Finance and Planning for the second and third years, with the approval of the House of Representatives.
    And she explained, “The budget for the years 2024 and 2025 cannot pass without obtaining the approval of the Prime Minister and the Representatives,” indicating that “until now, the budget ceilings set by Parliament have not been determined according to the constitution, as it has the power to transfer or reduce the total budget after informing the Prime Minister for implementation.” ".
    And she added, "It is not possible to increase the spending limit or set texts that cost the state treasury more than the specified ceilings, as this is subject to planning and according to the size of the deficit," noting that "the file of re-dismissed contracts was included in the 2023 budget."
    And she pointed out, "The budget has not been fully implemented in previous years, due to the weak ability of the departments and governorates to implement, as the operating budget includes salaries, indebtedness, and a ration card as well as a social welfare network, while investment is within the responsibility of the departments, which are reluctant to complete projects, which is due to reasons." Several of them are the contractor's reluctance or a decision by the governor," noting that "the governorate's allocations will be reduced, and in return, allocations for health, education, and all departments will increase."
    And she continued, "The deficit is just planning and is placed on the basis of spending ceilings," explaining that "the oil price is on the rise, and we expect it to reach $83, as we seek not to lend from the central bank in the event that the oil price rises."
    She stated, "We do not yet know what the size of government or parliament spending is in the event of a reduction in order to distinguish the size of the real deficit," pointing out that "the financial management law authorizes the Minister of Finance to borrow, either in the form of bonds or treasury transfers, or through the central bank."
    And she pointed out, "We are working hard to direct the prime minister and the government program in implementing the unified treasury system, as it helps us to know the cash liquidity for all spending units," noting that "the electricity file is the largest weight of the public treasury, which bears about 16 trillion, which includes costs." The wages of the local investor, the wages of gas from Iran, the import of electric power, and the maintenance of fuel stations allocated to the Ministry of Electricity.
    She stated that "salaries are fixed in the budget," pointing out that "the salaries of employees and retirees will not be affected."
