Al-Mandalawi: Adding materials related to contract employees in the budget

The First Deputy Speaker of the House of Representatives, Mohsen Al-Mandalawi, revealed the addition of a number of new articles to the draft federal budget law for the three years (2023, 2024, 2025), on top of which are those related to contract employees in state departments, and this comes at a time when it seems that the Finance Committee is in the House Representatives have collided with obstacles regarding the budget, which made its meetings enter into a long way as a result of controversial matters in it, and the most important of these matters is the share of the region.
Al-Mandalawi said, during his presidency yesterday, Tuesday, of a meeting of the Parliamentary Finance Committee, in the presence of the Deputy Speaker of Parliament, Dr. Shakhwan Abdullah, and the chairman and members of the Finance Committee: The committee voted on new articles related to publishing scientific research affiliated with the Ministry of Higher Education and Scientific Research, as well as the entitlement of contractors, including the deceased. Those who have not been confirmed as owners due to reaching the legal age for retirement, provided that the contract period fulfills the retirement contributions, in addition to voting on the proposals received from the Media and Communications Authority.
And the first deputy indicated that the treatment of post-contract contracts had been discussed
2/10/2019, and addressing the committee to the Ministry of Finance regarding adapting their conditions, stressing the need to support the paragraphs of the budget in a way that meets the aspirations of the people and maximize the revenues of the state treasury in accordance with the implementation of the government program, and expedite the resolution of the law and submit it to the presidency of the Council, once again his thanks and support for the efforts made by the presidency and members of the committee Finance to expedite the completion of the law legislation. In addition, a member of the Finance Committee, Saad Awad Al-Tubi, explained, in an interview with Al-Sabah, that “the delay in resolving the budget is due to disagreements regarding the region’s share, which were determined by three articles, 12, 13, and 14, where determinants of oil and non-oil revenues were set, meaning that they come to the central government.” According to the controls and determinants," indicating that "the proposals adopted by the committee that the revenues be delivered to the federal government in a bank account opened with the Ministry of Finance, and this account is under the supervision of the Federal Office of Financial Supervision and the Office of Territory Control."
He added, "As for debts, the government granted three loans to the region in the budget, to be repaid over seven years, while the committee determined it to be five years," noting that "some controls and determinants are imposed on the region's government in order to preserve its oil revenues," and continued: " Controls have also been put in place for the region to deliver oil to the (SOMO) company, and this is what was objected to, so the materials were postponed and negotiation is still ongoing regarding it.
And he stated, “Among the reasons for delaying the budget as well, is the addition of other regulatory and other articles that contain state revenues in order to conduct transfers for the development of regions and governorates, and proposals to establish funds for the center and south, where it was proposed to form a fund (Samawa, Hilla and Diwaniya) because they are the provinces with the least in terms of services and reconstruction, as well support Karbala and Najaf.
Regarding the clause on selling state property abroad, Al-Toubi said: “The sale of state property abroad is a proposed clause adopted by the Ministry of Foreign Affairs, as it made it clear that its embassies abroad do not have buildings, and even if there are buildings, they are outside the cities, so I suggested buying and selling them in a center.” Cities in capitals.” And he added: “The committee needs time to finalize the budget, and it was not late in it because the budget has been in place for 23 days, during which 53 meetings were held.
