[rtl]Baghdad / NINA / - The Minister of Finance, Taif Sami, confirmed that a set of measures had been taken to reduce the phenomena of corruption in the ministry and its formations, pointing out that work is continuing according to a timetable for the sustainability of the implementation of the national strategy for integrity and combating corruption.
During her chairing of an expanded meeting of the Committee (Follow-up to Reform of the Finance Sector) concerned with following up projects of public finance systems, electronic payment, limiting corruption phenomena, and evaluating the performance of the Ministry's departments and formations, Sami clarified a number of measures and recommendations, including the formation of sub-committees of the National Strategy Committee for Integrity and Anti-Corruption in the Ministry's departments, and holding a number of training workshops regarding the integrity and anti-corruption strategy in the presence of Members of the Federal Integrity Commission, referring to the directive to link the ministerial curriculum and the government program with the forms prepared in advance by the Integrity Commission.
And she indicated that the ministry has organized procedures for selecting middle administrative leaders (assistant general manager and department head) through job descriptions according to what was approved by the laws, and that he has qualifications, competence and integrity, and that the selection is based on those who have the skill and ability to address problems within the work and find solutions to them. He also contributes to the preparation of the department's reports in a scientific and cognitive manner and supports the digital transformation to build an electronic government, in addition to other qualifications related to the certificate, leadership qualifications, and the extent of knowledge of laws and instructions.
With regard to draft laws, regulations and instructions related to the Ministry of Finance and the reduction of corruption phenomena in the sectors of taxes, customs, insurance, banks and free zones, the minister indicated that a number of internal regulations for the Ministry of Finance Departments have been completed and sent to the State Council and the formation of a committee to review the laws that regulate commercial work And the preparation of a draft economic reform law, where some of its clauses included amending some articles of the laws, including the income tax law, the real estate tax law, and the customs law, as well as an update on the draft law of the General Authority for Free Zones and the Insurance Bureau.
And she continued, that the ministry prepared a specific methodological plan with a time limit to address the delay in the procedures followed in preparing the final accounts, as it sent the accounts of 2016 and 2017 to the Office of Financial Supervision, while the accounting department was instructed to complete, take and audit the final accounts from 2018-2022 through working hours on Friday and Saturday, and this It is subject to the fact that all spending units are in charge of sending the deficiencies that they have in the mentioned accounts.
She drew attention to the development of a program that guarantees the proper implementation of the amended Financial Management Law No. (6) of 2019 and the law
The federal general budget and proceeding with the application of the unified treasury account and the electronic financial management project IFMIS and follow-up on the application of the electronic payment project (POS), as well as the automation of work in the General Authority for Taxes and the General Authority for Customs, and the implementation of a package of measures to support the retirees segment by the National Retirement Authority, which contributed to simplifying procedures on retirees, the most prominent of which is the formation of teams from the authority to complete pension Transactions in the ministries and run an electronic program to organize the work of the Authority.
It is noteworthy that the initiation of the POS point of sale experiment falls within the priorities of the Ministry of Finance, and in line with what was stated in the government program by using the devices extensively by defining the foundations, standards and the necessary digital infrastructure , in addition to supporting the Ministry to activate the electronic payment process for payments and reduce dependence on cash money.
With regard to resolving administrative investigations and completing criminal cases in the Federal Integrity Commission, Sami indicated that the ministry prepared a preliminary report on the ministry's departments regarding the activity of the investigation committees and integrity issues: 1- The General Authority for Taxes.. the number of investigation committees for the year 2023/ 160 settled cases
