The Deputy Prime Minister for Energy Affairs and the Iraqi Oil Minister, Hayan Abdul-Ghani, revealed that 4 major purchase companies for Kurdistan Region oil have been signed with a capacity of 400-500 thousand barrels per day.
Abdul-Ghani said in a statement on Thursday (May 25, 2023) that the oil agreement between Baghdad and Erbil is “excellent,” indicating that it aims “for the Oil Marketing Company to adopt the process of marketing and selling crude oil.”
Hayan Abdul-Ghani revealed that they were able to “sign contracts with 4 major companies that purchase Kurdistan Region’s oil with a capacity of 400-500 thousand barrels per day,” noting that the Iraqi side informed the Turkish side that it was ready to export this amount of oil.
Regarding the reason why Turkey did not resume exporting the Kurdistan Region's oil, Iraqi Oil Minister Hayan Abdul Ghani said that the Turkish side reported that tests are being conducted on the system for the possibility that it was damaged by the earthquake that struck the region, he said.
Abdel-Ghani expressed his hope for a “close treatment” of the problem from the Turkish side, pointing out that “the ball is in Turkey’s court.”
“Gate of goodness for all of Iraq”
On Monday (May 22, 2023), the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, affirmed that the implementation of the oil agreement recently signed with the federal government will be “a gateway for good for all of Iraq,” indicating that the Kurdistan Region has fulfilled its obligations and is waiting for Baghdad to fulfill its duties and pledges.
In his speech, Masrour Barzani touched on a number of issues, including those related to the relationship with the federal government, saying that "the Kurdistan Region made strenuous efforts with the new federal government with the aim of reaching an agreement related to oil issues, the budget and all other outstanding issues with Baghdad."
He added, "The region has fulfilled its obligations and more than that, and we are waiting for the federal government headed by Mr. Muhammad Shia'a al-Sudani to fulfill its obligations and to implement the oil agreement properly, as this matter will not only be in the interest of the Kurdistan Region, but will be Gate of goodness for all of Iraq.
He explained that "the approval of the draft federal budget law in the Iraqi parliament would open another door from an economic point of view, especially since the Kurdistan Region faced enormous economic pressure during this period."
The President of the Kurdistan Regional Government continued: “As you know, we have not exported the Kurdistan Region’s oil for about two months, and despite that, we did not allow the projects in the region to stop,” indicating that “the Kurdistan Region is waiting for the federal government to implement its obligations regarding the rights and financial entitlements of the region, without distinction and distinction.
And Baghdad had witnessed, on (April 4, 2023), the signing of an agreement to resume the export of Kurdistan Region oil, in the presence of the President of the Kurdistan Regional Government, Masrour Barzani, and the Iraqi Prime Minister, Muhammad Shia Al-Sudani.
The agreement came after the cessation of the export of Kurdistan Region’s oil, following the decision of the International Chamber of Commerce’s arbitral tribunal on (March 23, 2023) in favor of Iraq, in its lawsuit against Turkey for its violation of the provisions of the “Iraqi-Turkish Pipeline Agreement” signed in 1973.
Earlier today, the Kurdistan Regional Government called on the federal government and the main parties from which the government emerged, to “commit to the agreements and guarantee the entitlements and rights of the Kurdistan Region on an equal basis with the rest of Iraq, as stipulated in the constitution.”
