    In implementation of the promises he made before he began performing his work duties, Prime Minister Muhammad Shia’ al-Sudani directed the concerned authorities over the past months to conduct the largest employment process in the history of the Iraqi state for decades, so more than 600,000 contract employees were fixed on permanent staffing, and tens of thousands of Free lecturers, servants, and first graduates who waited for years and heard dozens of promises without implementation, and among them there remains a large segment of contracts that have not yet been “fixed” in state departments, and some of them have “entered” or “will soon enter” the retirement age without knowing their fate or their rights. Minister of Finance, Taif Sami, said in an interview yesterday, Friday: "We are making great efforts to be fair to all segments of society, and we are working to adjust the conditions of the remaining contracts and daily procedures, in coordination with their departments."
    She added, "We have made great efforts to confirm more than 237,439 decision 315 owners in state departments, and we have confirmed more than 396,894 contract holders in state departments."
    The Finance Committee had published successive statements in the past days, regarding its addition of paragraphs to the general budget, which include the confirmation of contract employees in several institutions in the country, but the Ministry of Finance responded yesterday, Thursday, to these additions with a clear legal response.
    Commenting on this matter, the rapporteur of the Parliamentary Finance Committee for the fourth session, Dr. Ahmed Al-Saffar, told Al-Sabah that “the powers of the Finance Committee and the House of Representatives in general are represented by transfers and reductions,” noting that “adding any article by the Finance Committee that has a financial side can The government appeals it to the Federal Court, and wins the appeal and the article is canceled.” 
    After the failure to pass most of the proposed articles submitted by my colleagues in the Finance Committee related to addressing the status of the procedure, contracts and lecturers, due to phrases that caused a parliamentary and governmental rejection of the proposal, proposals that need support to be passed will be read today, Saturday, including those related to contractors after the date of 10-2-2019. As well as contracts working in profitable self-financing circles. Meanwhile, the researcher in financial affairs, Obaid Mahal, said in an interview with "Al-Sabah": "The powers of the House of Representatives with regard to the budget are limited to only two articles (a transfer procedure and a reduction in spending) only," noting that "any addition is considered illegal, and the Parliament, refer to the constitution and the Financial Management Law, which clarifies this.
    He explained that "concerning the issue of contracts, what they deserve and how to deal with their matters, it will be by law or a decision of the Council of Ministers," noting that "the budget is annual and does not deal with permanent matters." He pointed out that "the issue of contracts is applicable in all countries of the world, and the removal of injustice is not by confirmation, but rather by deducting retirement contributions from contracts and considering them retired later."
