[size=52]Parliamentary Committee: Starting oil and gas legislation after the parliament recess[/size]
[size=45]A parliamentary committee revealed that the oil and gas law will begin to be legislated after the end of the legislative recess, pointing out that there is a political agreement to approve it as soon as possible.[/size]
[size=45]A member of the Legal Committee, Representative Aref Al-Hamami, said in a statement carried by the official news agency and followed by Al-Mada, that “the oil and gas law was agreed upon politically before the government’s approval, as the State Administration Coalition agreed in principle to approve the oil and gas law.”[/size]
[size=45]Al-Hamami added, “The central government and the region are obligated to approve the oil and gas law, and it is hoped to start discussing it after the budget.” He pointed out, "Parliament will discuss, after the legislative recess, a number of laws that affect citizens, including the law regulating slums." Al-Hamami added, “The State Administration Coalition is committed to approving all the laws included in the political agreement on which the government was formed, including the oil and gas law.” For his part, the other member of the committee, Representative Sajjad Salem, spoke of the existence of a parliamentary tendency to pass the oil and gas law, stressing the need to legislate it in this session.[/size]
[size=45]Salem said in a press statement, “Passing any law in Parliament, if we want to pass it, must be subject to the political will, but there is a parliamentary tendency to pass the oil and gas law, as it is a strategic law that will regulate the oil relationship between the provinces and between the federal government and between the latter and the region.”[/size]
[size=45]The representative of the coordination framework, Ali Al-Bandawi, said, “The priorities of the current government include preparing draft laws that affect the needs of the Iraqi people, the performance of the Council of Ministers, and the application of the principles of the political agreement document signed by the parties to the state administration coalition, and then sending it to parliament with a view to voting on it.”[/size]
[size=45]Al-Bindawi, a leader in the al-Hikma Movement, added that “discussions on the oil and gas law will start after completing all the budget legislation’s issues.” He pointed out that "Prime Minister Muhammad Shia' al-Sudani, when he recently visited the Kurdistan region, discussed a lot of relations with the federal government and ending the controversy over the sharing of natural resources."[/size]
[size=45]Al-Bandawi said, "The House of Representatives is determined to legislate all laws that have been stalled for years, perhaps the most prominent of which are related to oil and gas."[/size]
[size=45]And he talked about "a joint vision that brings together the federal government and the Kurdistan region to end this important file, so that we can overcome the recurrent disagreements regarding the region's share in the budget."[/size]
[size=45]Al-Bandawi believed that "accelerating the approval of the oil and gas law would leave stability at the political and economic level in the country."[/size]
[size=45]He stressed, "The law involved many differences, including the required percentage of the Kurdistan region, how to export, and what is due for it." Al-Bandawi pointed out that “the recent dialogues conducted by the technical committees of the federal government and the Kurdistan region will end all matters related to this suspended law soon.”[/size]
[size=45]For his part, the economic researcher, Nabil Jabbar Al-Tamimi, said that the draft oil and gas law regulates the method of extracting oil and natural minerals that are produced within the borders of the Iraqi state, including the Kurdistan region. Al-Tamimi continued, "The law deals with oil revenues according to the interpretations of the Iraqi constitution in the section on the distribution of natural resources."[/size]
[size=45]He pointed out, "The law can end the differences between the Baghdad government and the Kurdistan region, which resulted in the distribution of oil extraction revenues." Al-Tamimi pointed out that the oil and gas law must be submitted to parliament because of its economic importance, and its reflection on the nature of the political relationship, according to the agreement concluded between the political parties that formed the Iraqi government.[/size]
[size=45]He emphasized, “The political agreement included presenting this law to Parliament within six months of the current government’s life, and despite the passage of this entire period, the draft of this law has not been worked on.”[/size]
[size=45]Al-Tamimi expected that the law would be presented to parliament during the coming period after the approval of the state’s general budget law for the year 2023, for the purpose of studying it and agreeing on its paragraphs.[/size]
[size=45]The head of the Parliament’s Oil, Gas and Natural Resources Committee, Hibet al-Halbousi, had stated in previous press statements that “the oil and gas law was prevented from being passed due to major political differences and small technical crises, but now there is almost political consensus to continue enacting the law.”[/size]
[size=45]Al-Halbousi added, "The Oil and Gas Committee in Parliament has set a course of action to visit the heads of political blocs, with the aim of accelerating steps towards enacting the law and presenting its vision."[/size]
[size=45]He pointed out, "The law serves all Iraqis, and not a specific party, especially since investments in the oil and mining sectors belong to the entire people."[/size]
