The “salary scale” has become a nightmare that haunts the prime minister and puts him in front of a great embarrassment. In his last appearance, he contented himself with describing him as “sensitive” and did not indicate any procedures regarding it, which was explained by an informed source that he did not exist in the first place, and that everything that was previously promoted falls within the framework of "Spreading hope" is nothing but, which was confirmed by a deputy, who considered it "mere talk", while a specialist saw that the government had put itself in a "dilemma" by promoting the law despite its knowledge of the difficulty of passing it, due to the huge sums of money it entails in light of an unusual budget deficit. .
An official source in the prime minister says, “There is no real intention to implement the new salary scale and its approval by the Council of Ministers, because this scale requires very large financial allocations, and the government cannot provide them at the present time, as it exceeds 15 trillion dinars (about 11 billion dollars). )".
The source, who asked not to be named, explains that "the government of Muhammad Shia' al-Sudani is embarrassed in front of the street about its inability to implement what it promised to implement the new salary scale, which will raise more than 70 percent of the salaries of state employees," stressing that "nothing." There is even a directive not to make any statement by ministers and official spokesmen in this regard during the next stage.
Last Monday, Prime Minister Muhammad Shia'a Al-Sudani appeared, speaking by phone to the official Al-Iraqiya news channel, where he described amending the salary scale as "a sensitive issue and we are working to reach a formula that achieves justice."
And the source adds, "The Sudanese government, upon its formation, worked to form a legal and technical committee, to study the possibility of amending the salary scale for state employees, but the committee's report was shocking to the government in terms of increasing financial allocations, so applying this scale may transfer all budget funds only to pay salaries, and disappear The investment budget, which constitutes 25 percent of the total.
Recently, there has been much talk about the new salary scale, and demonstrations have been launched by various employees to demand its legislation, as it does justice to the lower classes of the current job scale, and equates these grades with the higher grades.
It is noteworthy that the Parliamentary Finance Committee had previously confirmed a few days ago that the salary scale law is still "text on paper", and according to its chairman, Representative Atwan Al-Atwani, the lower grades will be fair to the law and the lowest nominal salary will be 425 thousand dinars.
The salary scale adjustment committee completed its work on the 20th of last April, and submitted its proposal to the General Secretariat of the Council of Ministers.
It is worth noting that the proposals included in the law, and according to the leaks regarding the nominal salary, which spread quickly through sources without an official announcement, are: 712 thousand dinars for master’s degree holders, 643 thousand dinars for bachelor’s degrees, 615 thousand dinars for diplomas, 562 thousand dinars for middle school, and 546 thousand for middle school. Dinars, and for elementary school, 483 thousand dinars, and for those who read and write only 425 thousand dinars.
For his part, independent MP Bassem Khashan indicates that "there is an imbalance in the salaries of state employees, as there are employees with the same degree and work, but there are large differences between salaries, and this is a defect, and therefore there is a real need for a comprehensive review of the issue of the employees' salary scale."
Khashan added, "Until now, there is nothing real about amending the salary scale, and what is happening in this regard is statements and promises only, but there is no real government action in this regard, just as we have not received anything from parliament regarding the new salary scale."
And he shows that "modifying the salary scale requires large funds, and I think that it is difficult for the current government to implement it, especially when it faces a large financial deficit within the budget law, and therefore talk about the new salary scale will remain within the framework of promises only."
Former Finance Minister Ali Allawi, during an interview with the Iraqi News Agency, announced that there are seven million employees receiving salaries from the state, and this number has recently increased after the new appointments included in the budget, as well as the transfer of contract employees to permanent staffing.
During the past years, the issue of using appointments in electoral campaigns or by governments in crisis has emerged, as promises of appointments or the appointment of some groups have been resorted to, especially with the intensification of demonstrations demanding job opportunities by young people in light of the high unemployment rates in the country.
The current year's budget included more than 700,000 job grades, as well as an increase in the number of beneficiaries with a social welfare salary, which led to a significant reduction in the investment budget, at the expense of higher operating expenses, most of which went to paying salaries.
On the other hand, Salam Sumaisem, an economic researcher, believes that "the government, in light of these economic and even political challenges, especially with the large budget deficit, in addition to the instability of the Iraqi dinar, and the fluctuation in oil prices, cannot approve the new salary scale."
Sumaisem adds, "By announcing its endeavor to implement a new salary scale, as propaganda, it implicated itself in reality. There has been popular pressure from millions of employees to implement this scale, which will raise their salaries and make them equal to employees of similar degrees, service, and work."
And it turns out, “The application of a new salary scale requires financial allocations for employee salaries of more than 20 trillion dinars, and this means that the budget law will be completely transformed only to pay salaries, especially since the government was originally involved in the issue of new appointments, which raised salary allocations and made 75 A percent of the budget goes to paying salaries, and that is why we do not believe that the government will work truly to implement the salary scale as promised.
It is noteworthy that the financial advisor to the Prime Minister, Mazhar Muhammad Salih, confirmed in a previous statement that the state’s philosophy after 2003 adopted the distribution of oil revenues among employees, as each employee supports five individuals with the aim of creating prosperity, but this philosophy in the long run harms the country greatly. .
It is noteworthy that Iraq suffers from the stoppage of thousands of factories and companies of the Ministry of Industry and Minerals, some of which have turned into loss-making companies and moved from self-financing to governmental financing, due to production stopping or not being activated, in addition to the factories that were demolished after 2003.
