Comrade Raed Fahmy, Secretary of the Central Committee of the Iraqi Communist Party, confirmed that the differences over approving the budget law give credibility to our previous assertions that the political alliances that formed the government do not have a correct vision or approach to running the country.
Fahmy said, in a statement published by the party's media center on social media, that "the legislation of the budget law is governed by political conflict and agendas related to how to benefit from it for the interests of the influential, not citizens," noting that "focusing on the delay on the issue of its maturity and rationalization is nothing but talk for consumption." Media ».
Political problem
The comrade added, "The relationship between the federal government and the regional government is almost the most prominent feature of the work of the current government, but what was recently raised about the region's share in the budget by some parties to the coordination framework threatens this relationship and the process of approving the budget in general."
He pointed out that "the influential political blocs cracked heads by talking about improving the performance of the government, its institutions and the unity of its decision, but this talk went unheeded in the first serious test," noting that "the media exchange between the parties to the state administration coalition reflects the fragility of these coalitions that were formed in a traditional way and without Reliance on a specific curriculum and program.
The absence of social justice
Fahmy referred to "the absence of social justice in the draft project, despite the increase in spending in social protection and other matters," noting that "electoral factors also played a role in increasing allocations here or there."
Fahmy stressed that "the default deficit in the budget is very large, and it is difficult to cover it," warning of "the consequences of low oil prices in light of the existence of an obligation on Iraq to pay $ 7 billion in external debt service amounts that are deducted from oil revenues."
Why faltered approving the budget law!
Regarding the delay in enacting the budget law, Fahmy pointed out that “the ruling government coalition consists of 280 deputies. Article (4b) of the Administration Law
Finance, and presented a general budget for three years, although the law speaks of indicative, not obligatory preparations. He continued, "The current draft law went against the expected goals of the budgets that are supposed to work to achieve economic stability, sustainable development, and reduce government spending, and therefore the budget presented now is in complete contrast to the correct vision." Fahmy criticized "the lack of distinction between providing job opportunities and government jobs," noting that "the state's basic duty is to work to stimulate economic activity, whether governmental or private, to create job opportunities."
harmful increase
And the comrade stated that «the unprecedented increase in the number of employees will lead to an increase in operating expenses and an additional burden on the already flabby state administrative apparatus, which makes the process of reforming it a difficult task».
Fahmy believes that "setting a price of $70 per barrel of oil in the budget is fraught with risks in light of the instability of global oil prices," warning of "the process of imposing taxes indirectly on people, which causes great social impacts on the vulnerable and poor groups."
He noted that "the inflation of the budget and the large spending in it could lead to inflationary pressures that weaken the purchasing power as a result of the rise in prices."
