Member of Parliament Dylan Ghafour revealed that the Presidency of the Republic is preparing a draft law to cancel the decisions of the dissolved Revolutionary Command Council, noting that if the law was enacted, it would return the agricultural lands confiscated by the former regime from Kurdish and Turkmen farmers in Kirkuk, to their owners.
The representative of the Patriotic Union of Kurdistan bloc said, in a statement on Monday: "Today we paid a visit to His Excellency the President of the Republic, Dr. Abdul Latif Rashid, in order to follow up on the problems facing Kirkuk Governorate, especially the problem of agricultural lands in the Tobzawa and Sarkaran regions," adding, "We discussed in detail about finding solutions." For the problems in those two regions, which have no solution other than to cancel the decisions of the dissolved Revolutionary Command Council.
Ghafoor revealed, "There are strenuous efforts being made in the Presidency of the Republic to prepare a draft law to resolve these decisions, and we are in the process of completing the project's pillars to send it to the House of Representatives for approval," stressing that "the agricultural lands of Topzawa and Sarkaran were confiscated from Kurdish and Turkmen farmers in the year 1975, and the ownership of some was annexed." On the territory of the Ministry of Defence.
And the member of the House of Representatives for the Kirkuk governorate continued, "Because the properties and lands of Tobzawa were not included in accordance with Paragraph III of the Council of Ministers' instructions regarding the transfer of the property of the dissolved Ministry of Defense to the current Ministry of Defense, we have called on the latter to stop disposing of the concerned lands and seize them according to the instructions of the Council of Ministers."
A statement by the Presidency of the Republic issued at the end of last May indicated that "the President of the Republic directed the Council of Advisors and Experts in the Presidency of the Republic to cooperate fully with the Legal Committee in the House of Representatives, in order to present an integrated package of legislation and according to the actual need," stressing the need to "accelerate a review of the decisions of the House of Representatives."
