[size=45]The Parliamentary Finance Committee suggested launching financial allocations for ministries and governorates early next month, pointing out that its amendments to the budget aimed at raising financial allocations and increasing at least 200 billion dinars for each governorate, but it talked about the possibility of filling the expected deficit through surplus oil sales for last year.[/size]
[size=45]A government source said, "The budget for 2023 to 2025 will be published today, Monday, in the Iraqi Al-Waqea' newspaper."[/size]
[size=45]The source added, "The budget will enter into force as of January 1, 2023."[/size]
[size=45]Committee member, Representative Mueen Al-Kadhimi, said, "The Ministry of Justice was busy completing all the matters related to publishing the budget in a special issue issued by the Iraqi Gazette."[/size]
[size=45]Al-Kazemi continued, "Publication is the last procedure of the legislative process of the budget law, after which this law will be enforceable."[/size]
[size=45]And he expected, “to start launching financial allocations, especially for ministries and governorates, at the beginning of next month.”[/size]
[size=45]Al-Kazemi stressed, "This procedure will open the door to signing contracts, especially the main ones, for which there were memorandums of understanding, such as what was agreed upon with Siemens regarding electricity."[/size]
[size=45]He noted, "The ministries will have six months remaining this year to sign contracts and implement projects that will continue for the next two years, given that the budget has been allocated for three years."[/size]
[size=45]And Al-Kazemi stated, "Parliament is optimistic about this development, which took place after the parliament voted on the budget and the amendments that took place to the project sent by the government."[/size]
[size=45]He pointed out, "The amendments aimed primarily at increasing the allocations of the provinces," stressing that "the Finance Committee dealt with all the proposals put forward by the deputies during the discussion on the budget in a positive manner."[/size]
[size=45]Al-Kadhimi spoke about "meetings that brought us together with about twenty ministers, as well as other meetings with heads of independent bodies and institutions."[/size]
[size=45]He explained, "The law was enacted after we got a clear vision of the ministries' work and the financial allocations they need."[/size]
[size=45]Al-Kadhimi expressed his belief that "this effort made by the Finance Committee will not be matched even by the Ministry of Finance, because we have held detailed meetings with all executive authorities."[/size]
[size=45]And he continues, “What happened is an increase in allocations based on the transfers,” stressing that “each governorate increased its allocations by no less than 200 billion dinars.”[/size]
[size=45]Al-Kadhimi stressed, "This increase occurred especially in the central and southern governorates, and it can be observed by making a comparison between the project sent by the government and what was voted on."[/size]
[size=45]And he added, “The past months of this year were spent on the basis of the Financial Management Law at a rate of (1/12) per month compared to what was allocated in the last approved budget, in addition to the allocations included in the Emergency Support for Food Security and Development Law.”[/size]
[size=45]And Al-Kadhimi believed that "these sums that were spent ensured the continuation of the wheel of work in the governorates and ministries."[/size]
[size=45]And he continues, “The entitlement of each unit of public spending within this budget will witness a deduction as much as it has been spent since the beginning of this year.”[/size]
[size=45]And Al-Kazemi went on to say that “the governors have a great responsibility in order to invest the sums included in the budget in the correct sections and in a reasonable and logical manner, without exaggerating the estimates of the entitlements of the projects, and so on with regard to the ministries and the rest of the institutions.”[/size]
[size=45]And he warned, "The duty of the Finance Committee is to follow up on the proper implementation of the budget, and this is one of the core works of parliament, and it is the supervisory competence."[/size]
[size=45]Al-Kadhimi talked about "the committee's seriousness in controlling the final accounts, automating the Ministry of Finance, and the need for there to be a central account with accounts for spending units that number more than 100 units."[/size]
[size=45]And he called, that "the Ministry of Finance should have clarity in dealing with public spending units from the movement of funds and their deposits," and went on to say that "the Ministry of Finance is not reasonable to keep dealing with paper systems, but rather it should move to electronic transactions."[/size]
[size=45]And Al-Kazemi concluded, “This falls within our duties, and we have not exceeded our constitutional competence in following up on financial amounts in order not to waste them and to ensure the government’s commitment to following electronic means in exchange operations.”[/size]
[size=45]For her part, a member of the deputy committee, Nermin Maarouf, stated that “the budget law that will enter into force includes sums of money of about 199 trillion dinars.”[/size]
[size=45]And Maarouf continued, "The incapacity implied by the law is great, according to what observers and specialists see."[/size]
[size=45]She pointed out, "The presence of an amount of up to 64 trillion dinars under the title of deficit constitutes a major challenge to the Iraqi economy, which requires addressing it through scientific foundations."[/size]
[size=45]Maarouf concluded that "covering this amount will be through the surplus achieved last year in oil sales estimated at 23 trillion dinars, as well as other means that preserve the economic situation of Iraq."[/size]
[size=45]The House of Representatives had voted on the budget law for three years, with amounts that are the highest in the history of the Iraqi state, as allocations each year reached about 200 trillion Iraqi dinars, with fears of not being able to bridge the deficit of 64 trillion Iraqi dinars per year.[/size]
