[size=45]A parliamentary committee suggested that the oil and gas law be approved during the current parliamentary session, considering its passage as a solution to all disputes between Baghdad and the Kurdistan region.[/size]
[size=45]The oil and gas law, which has been stalled in the Iraqi parliament since its first session until today, is one of the most prominent points on which a preliminary agreement was reached between the two sides, but there are signs of disagreement that may affect the possibility of passing it.[/size]
[size=45]The oil and gas law in Iraq, which has been awaiting legislation in parliament since 2005, stipulates that the responsibility for managing the country's oil fields should be entrusted to a national oil company, and it should be supervised by a federal council specialized in this matter.[/size]
[size=45]A member of the Parliamentary Oil Committee, Ali Abdul Sattar al-Mashkoor, says, “The oil and gas law was returned to the Council of Ministers to amend some of its paragraphs, pending the completion of the amendments and putting it to a vote during the current parliamentary session.”[/size]
[size=45]Al-Mashkoor added that “the law will regulate the oil and financial relationship between the provinces and districts and between the Kurdistan Regional Government and the federal government,” stressing that “the main reason for spinning the wheel of the oil and gas law and its approval after 18 years of deportation and postponement, is to end the eternal dispute between the federal government and the Kurdistan Regional Government.”[/size]
[size=45]And he believed, "The adoption of the oil and gas law is a coup de grace for all the financial and oil disputes between Baghdad and Erbil."[/size]
[size=45]Regarding the political differences that may arise in conjunction with passing the paragraphs of the law, Al-Mashkoor stated that “every law is not devoid of existing political differences and tensions, and it is not possible to reach absolute acceptance by all parties of the enacted laws.”[/size]
[size=45]For her part, member of the committee, Representative Intisar Al-Jazaery, stated that “the Parliamentary Oil and Gas Committee is determined to approve the oil and gas law immediately after the legislative recess of Parliament.”[/size]
[size=45]And Al-Jazaery added, "Iraq is exposed to great losses as a result of the continued disruption of Kurdistan's oil exports."[/size]
[size=45]And she pointed out, "The adoption of the law will regulate the mechanism of exporting Iraqi oil through the National Oil Company (SOMO)."[/size]
[size=45]And committee member Zainab Juma Al-Moussawi went on to say that “the road has become paved at the present time to pass the suspended laws from previous parliamentary sessions, after approving the financial budget for the years (2023-2024-2025).”[/size]
[size=45]Al-Moussawi continued, "The most important of these laws is the oil and gas law, which will draw the oil map in Iraq, solve the problems between the federal government and the Kurdistan Regional Government, and guarantee the rights of both parties."[/size]
[size=45]And she pointed out that “the Oil and Gas Committee is working to prepare the appropriate ground for approving the law very soon,” revealing “the presence of political interference working to obstruct the legislation of this law within the House of Representatives.”[/size]
[size=45]Al-Moussawi concluded, "There are political forces that do not want to solve the Iraqi economic problems," indicating that "the Oil and Gas Committee is working hard to remove obstacles and resolve differences between the governments of Baghdad and Erbil." And the representative of the coordination framework, Ahmed Al-Mousawi, confirms that “there are important laws that the House of Representatives will work to legislate with the beginning of its new legislative term, and among the most important and prominent of these laws is the oil and gas law.”[/size]
