The regional government has not yet received its share of the general budget, despite the federal government's launch of the three-year budget allocations. While Kurdish deputies and officials attributed the reasons for this to the delay in the terms of agreement regarding the budget, pointing to the necessity of the region's commitment to the agreements concluded in this regard.
The former Undersecretary of the Ministry of Finance for the Kurdistan Democratic Party, Fadil Nabi Hassan, said: The reason for the budget problem is that the Kurdistan region has not taken its share of the general budget until now because it has not issued instructions for its implementation and other problems, including some items that he described as “provocative.” With this, things are moving towards a solution.
A prophet added, in an interview with "Al-Sabah", that "there are interpretations of non-oil revenues as sovereign revenues, and the problem is that the region limits sovereign revenues only to customs revenues, that is, border crossings," noting that "the financial administration divides 50% for the region and 50% for the center, while he sees The center believes that the regular revenues are sovereign revenues, that is, all customs, taxes, and fees in full, except for some simple fees set by some governorates.

While the former deputy, Rizan Sheikh Dalir, pointed out that "the implementation of the Kurdistan Region's budget requires the region's commitments and agreements with it regarding the budget and its share of oil to be delivered in line with the size of the budget allocated to the region and the rest of the non-oil imports that the region must inform Baghdad about."
Dler added, to "Al-Sabah" that "the outstanding problems between the central government and the region exist until now, and according to Article 13 of the general budget, there are a set of paragraphs that need to be resolved, and for this the implementation of the budget needs time."
While a member of the Kurdistan Union, Ghiath Al-Sorji, said: "What has been allocated in the budget for the region according to the constitution and the agreements concluded between the two sides is 13.6%, which is sufficient for the salaries of employees and retirees of the region and provides a huge amount for services," adding that "until now, the federal government has not sent the budget of the Kurdistan region This means that there are problems regarding checking imports, border crossings and internal resources.
Regarding delayed salaries, he explained to "Al-Sabah" that "these issues led to a delay in sending the budget of the Kurdistan region, and the employees are still going through difficult conditions for more than two months, and with the market linking to salaries, it is noted that the economic situation in the region is depressed," pointing out that "the region was selling oil At a lower price than the market because it is not a country or a member of OPEC, and its contracts with Turkish companies and other countries have a kind of unfairness because most of the benefits go to oil extraction companies, not to mention the costs of renting the oil pipeline through Ceyhan, Turkey, which has been suspended for 4 months due to the Paris court’s decision. the international community against the legitimacy of selling the region’s oil in this way.”
In addition, political analyst Haider Al-Barzanji stated that "the problems will be resolved between the federal government and the region after the launch of the budget in accordance with the agreements concluded under the authority of the law and the ceiling of the constitution."
Al-Barzanji added, in an interview with "Al-Sabah", that "the region's last delegation in Baghdad was discussing some problems and delaying some items in the agreement that took place, including the issue of salaries."
