    Today, Sunday (August 13, 2023), the parliamentary committee concerned with the implementation of Article 140 of the constitution will meet under the chairmanship of the Deputy Speaker of the Iraqi Council of Representatives, Shakhwan Abdullah, in the presence of members of the committee, as well as a representative from the government, and the head of the Al-Fateh Alliance, Hadi Al-Amiri.
    The head of the Kurdistan Democratic Party bloc in Parliament, Vian Sabri, told our reporter, "The government's ministerial curriculum and the terms of the political agreement for the state administration coalition include activating the Supreme Committee to implement Article 140 of the constitution and providing financial allocations for this purpose."
    She added, "We in parliament are pressing the executive authorities to implement the constitutional article, and there is an agreement to compensate the affected people from the areas covered by that article."
    She stressed the importance of cooperation and coordination between the government and Parliament on Article 140, stating that "the application of this article is not only in the interest of the Kurds, but all the other components in the areas called the disputed areas, including the Turkmens, as well as resolving the conflict in the areas located between two governorates."
     
    And she continued: "Since there is a political agreement on this point, it is important and necessary to apply the article, which relates to two aspects, namely the House of Representatives, which has a special committee for this purpose, and the second is the federal government, which is concerned with compensating those involved and canceling the decisions of the dissolved Revolutionary Command Council."
    She concluded by saying, "The article includes several points, but the most important of them is normalization and compensation for the oppressed, including Kurdish farmers whose lands have been seized," stressing that "there is no alternative to Article 140 other than the application of that article."
    Article 140 of the constitution includes 3 steps to solve the problem of the disputed areas, which are normalization, a census and a referendum in Kirkuk and other disputed areas, to determine the will of its citizens within a maximum period of December 31, 2007, but the implementation of the article was postponed by successive governments for many years.
    The Iraqi Federal General Budget Law allocated 100 billion dinars for the implementation of constitutional Article 140, which is an amount sufficient only to pay financial compensation for 10,000 returning families.
