Yesterday, Sunday, deputies confirmed the existence of a joint governmental committee with the Kurdistan region and the oil-producing provinces in order to prepare a new formulation of the oil and gas law, pointing out that the current political atmosphere helps to pass it, calling for the fulfillment of all pledges to form the government concluded by the leaders of the State Administration coalition.
"There is a governmental and parliamentary will to legislate the oil and gas law as an important law that guarantees the distribution of wealth to the Iraqi people, whether in the Kurdistan region or the rest of the provinces," said Firas Al-Maslamawi, a deputy from the State of Law coalition.
Al-Maslamawi added, "The atmosphere has become appropriate today inside the parliament between the political forces to discuss and present the law in a way that serves the interest of the Iraqi people."
He pointed out, to "the formation of a committee to draft a governmental law, whose membership includes the federal minister of oil, the minister of natural resources in the Kurdistan region, advanced cadres in the Ministry of Oil, the director of the National Marketing Company, and representatives of oil-producing provinces such as Basra, Maysan and Kirkuk."
Al-Maslamawi pointed out that “the coming period will witness a discussion in order to draft a draft that, after its arrival in the House of Representatives, the atmosphere will be suitable for putting it forward, as it includes the political agreement.”
He stressed, "The current government headed by Muhammad Shia'a al-Sudani has a real will to settle all political differences with the Kurdistan region."
And Al-Maslamawi stated, “Articles 12 and 13 of the budget law currently in effect included the mechanism for exporting the region’s oil and depositing its imports, provided that these two articles are implemented until the approval of the oil and gas law.”
He pointed out, "The political forces have the desire to approve this law, as it has gone from the previous sessions, because we want to reach an agreement on the oil and gas law."
Al-Maslamawi stated, "Work is currently focused on drafting a new law that will come from the government after discussion with the Kurdistan region and the oil-producing provinces."
And he warned, "The law, after its arrival in Parliament, will be subject to discussions by the members and the competent committees, and we will not disagree with what guarantees social justice in the distribution of wealth, and we will work to amend any violation of the constitution."
Al-Maslamawi continued, “The previous draft of the law was not satisfactory to all parties, and there were major differences regarding it, so the new government committee was formed.”
He explained, "The new committee will work to develop a draft that is applicable and verifiable and does not involve severe disagreements."
Al-Maslamawi concluded, “It is expected that the draft will reach simple points of contention, such as those that occurred in the budget law regarding the mechanism of export and account opening.
For his part, a member of the Kurdistan Democratic Party, Mahdi Abdul Karim, said, "The Federal Council of Ministers is currently working on drafting an oil and gas law in order to send it to parliament."
And Abdul Karim continued, “This law would end all oil problems, not only with the Kurdistan region, but also with the rest of the oil-producing provinces.”
He pointed out, "The importance of drawing up a comprehensive strategy for Iraqi oil imports, arranging the relationship with the Kurdistan region, and ending all disputes that appear continuously with the approval of each budget law."
And Abdul Karim indicated that “any failure to implement the paragraphs of the ministerial platform that included the document of the political agreement would leave negative results, and at the forefront of the obligations is the oil and gas law.”
He noted, "The delegation of the Kurdistan Democratic Party, which visited Baghdad recently, informed the leaders of the State Administration coalition of the need to implement the agreements that took place before the formation of the government, including those related to the approval of this important law."
Abdul Karim concluded, "Everyone has become aware of the importance of the current stage and the challenges facing the government and the extent of their difficulty, whether political, economic or security. All of these factors compel the leaders of the state administration coalition to fulfill their previous pledges."
It is noteworthy that a meeting of the presidencies discussed the legislative work for the next stage and stressed the importance of enacting three laws, which are the general amnesty law, the Federation Council law, as well as the oil and gas law.
