Earlier, a spokesman for the previous government had said that there are people who receive nine salaries from the government, and according to Cougar, "there are about 300 employees who do not work in any government department." The General Budget Law estimated oil revenues at 117252500000000 dinars, while the total non-oil revenues amounted to 17300419000000 dinars, and the border crossings are one of the sources of non-oil revenues. Jamal Cougar says that the revenues of the border crossings have not yet exceeded 1.5 trillion dinars, while they should be at least 10 Trillions a year.
