The movements of the American forces in Iraq: targeting Iran or coordinating with it?

In recent months, relations between Washington and Tehran have been in a confrontational manner in Syria and Iraq, and the intensification of forces and the display of force in the waters of the Persian Gulf, in parallel with secret talks that resulted in the release of American prisoners detained in Iranian prisons in exchange for the release of financial balances for Iran in South Korean banks.
Four variables that US-Iranian relations went through this year, the first variable, the Iranian attacks on US bases in Syria, the second, the mobilization and counter-mobilization in the Gulf waters, and the third the secret understandings that ended with a deal to release American prisoners, and the fourth, US moves in Iraq that did not mobilize Iran or any of its militias.
Analysts, observers, and media reports aroused the movements of the American forces in Iraq, describing them as vague, and they may primarily target the Iranian presence in Syria. The question here is: If the movements of the American forces target the Iranian presence in Syria, why did not Iran's militias move in Iraq and Syria and respond and launch attacks against the American forces? And why did the moves take place in the wake of the announcement of the recent US-Iranian deal?
Many reports stated that the American forces sent armored vehicles to the Syrian border, where they entered from the Iraqi side and stationed near the city of Al-Qaim, adjacent to the border city of Al-Bukamal along the Euphrates River, and about 2,500 American soldiers were stationed at Ain Al-Assad Air Base and entered through Iraq, as conducted The US-led coalition conducted military maneuvers, with the participation of combat aircraft, at the Koniko base, located in the northern outskirts of the city of Deir ez-Zor.
Meanwhile, the militias affiliated with Iran, whether in Iraq or Syria, did not move, and their silence means that these movements do not pose a threat to them. Iran may be part of the targets, but Washington's main target may be Russia, and those movements will be in coordination with Iran, meaning that its militias will not interfere in attacks against US forces during the recent US presence in Syria.
The US forces were deployed for the first time in Syria during Barack Obama’s administration, his declaration of war against the “ISIS” organization, and cooperation with the Kurds through the Syrian Democratic Forces (SDF). Over time, the number of US forces decreased to about 900 American soldiers, most of whom are in eastern Syria. The US forces provide arming and training to the “SDF”, while there are Russian forces in Syria, and Iran consolidates its military presence and established militias supported by it.
The main goal of Russia and Iran was to remove the American forces from Syria. Since Biden came to power, Iranian-backed militia attacks on US forces in Iraq and Syria have intensified in recent months. Drones have attacked US bases in Syria, and the US has responded by launching airstrikes on the Syrian side of the Iraqi border, killing a number of militia members. .
Weeks ago, leaked documents emerged that talked about Iran's plan to launch attacks against US forces in Syria in cooperation with Russia to keep Americans out of the region, and that Iran is training forces to use weapons and bombs to target US military vehicles.
President Joe Biden has warned Iran that the United States will work aggressively to protect Americans, following the US military's conduct of air strikes against Iran-backed forces in response to the attack in Syria.
However, the mutual military strikes between them did not exacerbate the already tense relations, despite the faltering attempts to revive the nuclear deal and supply Russia with Iranian drones against Ukraine.
The most likely scenario here, in light of the above, is that the movements of the US forces in Iraq towards the Syrian border, which did not provoke the militias affiliated with Iran in Iraq and Syria, took place in coordination between the two parties during the secret understandings, finally, and that the strategic goal of the US moves is to change the rules of engagement with the Russians in Syria, and perhaps in the future, cutting off the Iranian supply route towards Syria and Lebanon, through Iraqi territory.
However, the US-Iranian agreement, which also included in part the cessation of supplying the marches to Russia, does not mean that Iran will abandon its relationship with Russia, as the relationship between Moscow and Iran is still the card that each of them uses to maneuver and negotiate with Washington.
