[size=45]The Legal Committee in the House of Representatives revealed that it had officially received the draft general amnesty from the government, pointing out its intention to include in it materials that would release those sentenced to prison in exchange for paying sums of money amounting to 10 thousand dinars per day, provided that they spend a certain period of their sentence, which may be one third of it.[/size]
[size=45]Committee member MP Abdul Karim Abtan said, “The draft general amnesty law has officially reached the House of Representatives from the government after waiting and anticipating, and this matter is a breakthrough, no matter how long we have been looking for it.”[/size]
[size=45]Abtan continued, "The legal committee will start discussing the law after the completion of the Arbaeen visit, and we are determined to expedite its completion."[/size]
[size=45]He pointed out that “the origin of the amnesty law is that the state waives its public right, as for the personal right of the victims, this is not within the jurisdiction of the state.”[/size]
[size=45]And Abtan said, “Including the amnesty requires, if the crime is a personal right, that the victim’s family waive the complaint against the accused or the convicted.”[/size]
[size=45]And he added, "The problem facing some of the accused or convicted is that he pays the blood money owed by the clan, without the victim's family making a concession."[/size]
[size=45]Abtan talked about “a meeting that brought me together with the Tribes Directorate in the Ministry of Interior, and we discussed this important issue, and proposals were put forward for it.”[/size]
[size=45]He added, “My proposal is to develop legal articles that find a solution for the families of the victim who receive blood money (tribal separation) and did not give up their personal rights. As for those who did not pay the blood money, they will pay sums after spending a period in prison, which may be a third of their sentence.”[/size]
[size=45]And Abtan added, “The amounts may be ten thousand dinars per day, which are placed in a fund similar to (the clan’s fund), which is used to pay the blood money.”[/size]
[size=45]Abtan criticized, “The high amounts of tribal chapters, because they burden the convict or the accused, especially in terrorism cases, amount to 450 million dinars or more.”[/size]
[size=45]He continued, "Many of the prisoners in these cases were arrested on the basis of suspicion, based on a secret informant's statement or confessions extracted under duress."[/size]
[size=45]Abtan went on to say, "These people are originally innocent, but they are forced to sell their homes in order to redeem themselves, and therefore we are looking for solutions to all the problems arising from the issue of the presence of innocent people in prisons."[/size]
[size=45]For his part, another member of the committee, Muhammad Anouz, stated that “the general amnesty law was mentioned in the document of the political agreement on the basis of which the government of Muhammad Shia’ al-Sudani was formed.”[/size]
[size=45]Anouz added, "The law was drafted by the government and confirmed that it came in its curriculum, and it sent it to Parliament for its legislation."[/size]
[size=45]And he pointed out, “The enactment of the general amnesty law is similar to the rest of the laws, by presenting it to the first reading with the provisions of the government project and without amendments.”[/size]
[size=45]Anouz pointed out, "The next stage is for the law to be deposited with the specialized committee, which is responsible for auditing it and receiving proposals from representatives and all relevant authorities."[/size]
[size=45]And he added, "The law will be presented with its report by the competent committee, which represents the second reading, in which proposals are discussed and what is best is taken."[/size]
[size=45]And Anouz concluded, “The last stage within the House of Representatives is voting on the law, in which opinion is taken by the members, after which it is transferred to ratification, issuance, publication in the Official Gazette, and enforcement.”[/size]
[size=45]However, the representative of the coordination framework, Haitham Al-Zarkani, denied that “the general amnesty law has reached members of parliament until the present time.”[/size]
[size=45]Al-Zarkani continued, "Parliament will not allow this law to be a passage for expelling terrorists, those whose hands are stained with the blood of Iraqis, or thieves of public money, and other perpetrators of crimes dangerous to society."[/size]
[size=45]And he stressed, “the need to respect the procedures and decisions of the judiciary against the accused and not to circumvent them by adopting laws that allow the release of senior criminals from prisons, as this clearly threatens national security.”[/size]
[size=45]A meeting of the four presidencies included an emphasis on enacting laws that were mentioned in the ministerial curriculum, especially the Federation Council law, the oil and gas law, and the general amnesty law[/size]
