In response to the Sudanese spokesman.. Kurdistan: You send employees’ salaries as loans and find an excuse to violate the region’s rights

On Friday, the official spokesman for the Kurdistan Regional Government responded to the statements of the official spokesman for the federal government regarding the financial obligations and dues to the Kurdistan Region and revealed the facts.
The official spokesman for the Kurdistan Regional Government, Peshwa Hawrami, said in a statement, “According to the budget tables, the Kurdistan Region’s share amounts to 16 trillion and 498 billion dinars, equivalent to 1 trillion and 375 billion dinars per month, as 906 billion dinars of this amount were allocated to employees’ salaries monthly, but the Ministry of Federal Finance has sent 2 trillion and 598 billion dinars of this amount only since January 1, 2023, as 400 billion of this amount dates back to the 11th and 12th of 2022.”
He added, “Since the first of January of the current year, the federal government has distributed the salaries of employees in the rest of Iraq’s regions on time according to the budget schedules, but the actual spending measure was applied for the employees of the region, as it has not happened anywhere inside Iraq that employees’ salaries are distributed in the form of Loans.”
He continued; “The last amount approved for the Kurdistan Region was 500 billion dinars in the form of a loan, as the federal government says that the region’s internal revenues amount to 320 billion dinars, and even if these two amounts were collected together, it would not equal the amount of 1 trillion and 375 billion dinars stipulated in the law.” The budget is the region’s monthly share.”
Regarding the oil file, the statement stated: “Since March of the current year, the export of oil to the Kurdistan Region has stopped, but since June 25 of the current year, the Federal Ministry of Oil has received 85 thousand barrels on a daily basis for internal use, and the Kurdistan Region was ready to deliver any quantity they requested, but the federal government, in return, did not bear responsibility.” Pay any amount to extract, produce and transport this oil.”
Regarding non-oil revenues; He stated, “From the beginning, it was transparent, and the Iraqi Ministry of Finance reviewed and audited it, and we expressed readiness to hand over non-oil revenues in accordance with the Constitution and applicable laws, including the Federal Financial Management Law, but the Iraqi Ministry of Finance has a central interpretation of non-oil revenues, and they have always deducted more than what the region has in dues.” This is against the constitution.”
The Kurdistan Regional Government spokesman concluded his statement by saying: “We do not see any justification for not sending the region’s dues, and they must be far from actual spending like the rest of Iraq’s regions, and contrary to the speaker’s words, the region’s employees not only did not receive three times their dues, but under the name of a loan, or sending less than half of their right, and sending salaries of a number was exceeded.” For months, there was no mention of sending it at all. The regional government has fulfilled all its obligations, but the rights of the region are always violated under some pretext.
He pointed out that “Mr. Speaker (Al-Awadi) said at the end of his speech that (the best way to solve is to implement the constitution and the agreements), and we agree on this, but we wonder who violated the constitution and the laws? And who changes the agreements and does not adhere to them
