    After the Iraqi Parliament decided to host the Minister of Wealth in the Kurdistan Region, many questions were raised about the possibility of complying with the hosting or not, while the legal expert and professor at Saladin University, Lawan Othman, clarifies the position from a legal standpoint. 
    Yesterday, Tuesday, the Parliamentary Finance Committee decided to host the Ministers of Federal Oil and Resources in the Kurdistan Region, while indicating that it would submit its report to the Presidency of Parliament to find out the reasons for the interruption of funds from the region.
    Whether or not to attend... is legal
    Legal expert Lawan Othman confirms that the Minister of Finance in the Kurdistan Regional Government can not attend the hosting session called for by the Federal Parliament.
    Othman told “Baghdad Today” that “from a legal standpoint, any minister can not attend the hosting session, but if there are signatures from the representatives, he cannot refuse.”
    The legal expert adds, "The Federal Parliament has authority over all state institutions, but there is legal and constitutional dealing with the region, given that Kurdistan has its own parliament and government. However, the ministers of the regional government have attended the hosting sessions many times in the past."
    Territory funds and parliamentary movement 
    Head of the Parliamentary Finance Committee, Atwan Al-Atwani, says, “The committee hosted the government team negotiating with the Kurdistan region, which is the first step regarding the task assigned to the House of Representatives to reach appropriate solutions regarding the region’s amounts in accordance with the constitution and the budget law.” 
    He explains that "the committee will host during the current week the current Minister of Oil in the government and the Minister of Wealth in the Kurdistan Region to complete the meetings and boycott the information provided by the government team to find out where the defect lies."
    Al-Atwani points out that "the committee will present its report to the House of Representatives to find out the reasons for cutting off funds from the region, and what solutions the House of Representatives could take to guarantee the rights of citizens in Kurdistan." 
     Mutual accusations 
    Disagreements continue between Baghdad and Erbil regarding cutting off financial amounts from the region, as the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, today, Wednesday (September 13, 2023), accused Baghdad of “starving the people of Kurdistan,” while confirming his intention to visit the center, to try to resolve the outstanding problems peacefully. .
    Masrour Barzani said in a speech followed by “Baghdad Today”: “We want to solve our outstanding problems peacefully, and we must guarantee all the financial entitlements of the people of Kurdistan and their constitutional rights .  ”
    The Prime Minister of the Regional Government concluded his speech by saying: “We want to know why they are adopting a policy of starving the people of Kurdistan?”
    On (September 8, 2023), government spokesman Bassem Al-Awadi confirmed in a statement received by “Baghdad Today” that “the federal government has fully implemented its financial obligations towards the Kurdistan region,” noting that “the funds owed by the region amounted to more than three times the region’s share.” According to the state's actual spending .
