    Today, Thursday, September 21, 2023, the Federal Supreme Court rejected Representative Mustafa Al-Sanad’s request to issue a state order to stop implementing the Council of Ministers’ decision to lend to the Kurdistan Regional Government.

    A judicial source told Al-Sumaria News, “The[url=https://www.alsumaria.tv/Entity/3812751506/%D8%A7%D9%84%D9%85%D8%AD%D9%83%D9%85%D8%A9 %D8%A7%D9%84%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF%D9%8A%D8%A9 %D8%A7%D9%84%D8%B9%D9%84%D9%8A%D8%A7/ar/]Federal Supreme Court[/url]rejected Representative[url=https://www.alsumaria.tv/Entity/2341750002/%D9%85%D8%B5%D8%B7%D9%81%D9%89 %D8%B3%D9%86%D8%AF/ar/]Mustafa Sanad[/url]'s request to issue a state order to stop implementing Federal Council of Ministers Resolutions 23500 and 23520 of 2023 regarding granting a loan worth 700 billion dinars to the Kurdistan Region over a period of 3 months.”

    1. Rafidain and Rasheed Banks and (TBI) will undertake lending[url=https://www.alsumaria.tv/Entity/133481/%D8%AD%D9%83%D9%88%D9%85%D8%A9 %D8%A5%D9%82%D9%84%D9%8A%D9%85 %D9%83%D8%B1%D8%AF%D8%B3%D8%AA%D8%A7%D9%86/ar/]Kurdistan Regional Government[/url] [You must be registered and logged in to see this link.]An amount of two trillion and one hundred billion dinars for the current fiscal year will be paid in three equal installments of 700 billion dinars for each installment, starting in September.

    2. Pay back[url=https://www.alsumaria.tv/Entity/4237093334/%D9%88%D8%B2%D8%A7%D8%B1%D8%A9 %D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%D8%A9 %D8%A7%D9%84%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF%D9%8A%D8%A9/ar/]Federal Ministry of Finance[/url]The loan amounts mentioned in Paragraph (1) above are from the region’s allocations in[url=https://www.alsumaria.tv/Entity/1958358087/%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9 %D8%A7%D9%84%D8%B9%D8%A7%D9%85%D8%A9 %D8%A7%D9%84%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF%D9%8A%D8%A9/ar/]Federal general budget[/url]For the fiscal year 2023, after settling what is owed.

    3. If the remainder of the region’s share is insufficient to pay the loan amounts in implementation of Paragraph (2) above, it shall be repaid.[url=https://www.alsumaria.tv/Entity/4237093334/%D9%88%D8%B2%D8%A7%D8%B1%D8%A9 %D8%A7%D9%84%D9%85%D8%A7%D9%84%D9%8A%D8%A9 %D8%A7%D9%84%D8%A7%D8%AA%D8%AD%D8%A7%D8%AF%D9%8A%D8%A9/ar/]Federal Ministry of Finance[/url]The amounts of the aforementioned loan are from the region’s allocations in the federal budget for the fiscal year (2024), or from any other dues to the aforementioned banks, before paying any dues to the region.

    4. The Ministry of Finance places a bank deposit with the aforementioned banks equal to the loan amounts of each of them, which is withdrawn after implementing the aforementioned paragraphs (2, 3).

    5. The Federal Office of Financial Supervision, in coordination with the Office of Financial Supervision in the region, shall audit the numbers of employees and those covered by social welfare salaries and retirees in the region according to the lists submitted to the Federal Ministry of Finance and the amount of their salaries within a period not exceeding (30) days from the date of issuance of this decision. In accordance with the requirements set by the two aforementioned offices.
