Member of the State of Law coalition, Rasoul Radi, attributed the reason for the Kurdistan government’s continued violation of the constitution to political niceties.

Radi said in a statement to Al-Maalouma, “The Kurdistan region has not fulfilled its obligations towards Baghdad over the years, especially with regard to oil revenues as well as those related to border crossings and airports, as there are question marks about the region’s treasury.”
He added, "The region is exploiting the issue of employee salaries in Kurdistan as a weapon to put pressure on the government in order to obtain funds from Baghdad, and in return, the regional government does not provide any revenues payable to the capital."
He stated that "the problem of Baghdad and Erbil regarding amounts and revenues will remain unresolved, at a time when political courtesy plays an active role and puts pressure on the law and sometimes bypasses it, especially with regard to the Federal Court, whose decisions are considered final and cannot be bypassed."
