The painful “Hamdaniya Wedding” catastrophe brought back to Iraqi memory a collection of previous catastrophes that were primarily caused by neglect in providing safety and security requirements in buildings of all kinds. In this regard, specialists warned of calamities hidden behind 7,000 projects that violated occupational safety conditions in all governorates of Iraq except the Kurdistan region.
Advisor to the legal committees in the House of Representatives, Dr. Hatef Al-Rikabi, said in an interview with “Al-Sabah”: “The repeated incidents of fires and collapse of constructed buildings were the result of their violation of professional safety conditions, the most recent of which happened in Al-Hamdaniya.”
He stated, “The government - after each accident - mobilizes its efforts to uncover the reasons for the spread and outbreak of fires so quickly and the collapse of buildings, and directs the executive authorities to reveal the causes of the accident - known in advance - by the Civil Defense Directorate, which submits two inspections annually through which it is revealed that the buildings violated safety conditions.” Professionalism.
He pointed out that “the Civil Defense Directorate confirmed after the incident that (there are more than 7,000 projects that violate professional conditions),” indicating that “this is a disaster in itself, and this matter is diagnosed by the relevant authorities, and every time the finger of blame is pointed at the Defense Directorate.” “The Civil Defense Department is still behind a flimsy and confused law that did not give the directorate full authority to stop the catastrophes of incidents identified earlier by it.”
Al-Rikabi called on the House of Representatives to “pay attention to the draft (Civil Defense Law), which is still sitting in closed drawers, and to give full powers to the Civil Defense to hold violators of occupational safety conditions accountable.”
For his part, the Assistant Director General of Civil Defense for Fire and Safety Affairs, Brigadier General Rashid Thabet Rashid, stated in an exclusive interview with “Al-Sabah” that “the Defense Directorate is seeking to amend the text of the (Civil Defense Law), to include penalties for closing violating projects until they are remedied.” Observations recorded regarding safety, as well as tightening fines to reach 10 million and imprisonment for a period of up to 5 years depending on the type of violation.” He added, “The law is currently on the table of the House of Representatives, and the Civil Defense Directorate is awaiting its approval in order to deter violators and give it a strict legal cover to limit Violations in implementing safety procedures.
Rashid explained, “The Civil Defense Directorate - in accordance with its Law No. 44 of 2013 - conducts site inspections on all projects, as well as on all state ministries and its governmental, private and mixed sectors,” indicating that “these inspections are two inspections each year, the first of which is in... The first half of the year by recording notes on safety conditions, including providing wet and dry fire extinguishing supplies and systems, as well as fire sensors, and removing violations, including (sandwich panels) and (ecobond packaging) to reduce the causes of accidents. After the second half of the year, the directorate conducts a second subsequent inspection to confirm what happened. “It was implemented based on previous observations within the project, and then the necessary action was taken according to the law.”
It is noteworthy that the Civil Defense Directorate registered 7,000 violating projects, of which 3,000 were referred to the courts, and 4,000 projects were fined with sums of money.
As for the head of the “Osoul Foundation for Economic and Sustainable Development”, Khaled Al-Jabri, he indicated in an interview with “Al-Sabah” that “the matter requires first confronting the collapse of buildings in Baghdad, and that there be rapid action and radical measures to reduce the human losses that affect those buildings with the first step.” Fire accident.
Al-Jabri pointed out that “there are a number of reforms that must be implemented, the most important of which is unifying legislation and laws related to the engineering sector to improve performance and reduce conflict, in addition to imposing strict safety standards on all investment projects and monitoring their implementation.”
