On Sunday 10/1/2023, the Finance Committee, headed by Engineer Atwan Al-Atwani and in the presence of its members, hosted the governors of Baghdad, Basra, Nineveh, Anbar, Babylon, Diwaniyah, Holy Karbala, Kirkuk, Al-Muthanna, Maysan, and Al-Najaf Al-Ashraf, to discuss the plans drawn up for distributing financial allocations and following up. Projects included in the federal general budget law and instructions for their implementation, and draft food security law, as well as the actual expenditure for each governorate.
Engineer Atwan Al-Atwani, on behalf of the members of the committee, welcomed at the beginning of the hosting the governors, stressing that the committee pays great attention in all governorates to the implementation and financing of projects included in the budget law, for which financial allocations have been made to advance the service reality, adding the necessity of supporting and assisting everything that would contribute. The plans drawn up to launch the ongoing projects and the completed arms of work in the governorates were discussed, as the committee listened to the observations of the governors in order to find ways to solve all the problems facing the project implementation procedures and the reasons for their delay, as well as the amounts of reconstruction funds and stabilization programs, where emphasis was placed on working according to The budget plan and government programme, and joint cooperation to accelerate the inclusion and referral of projects.
The committee discussed with the governors the financial costs for infrastructure projects and other sectors and the mechanism for sending plans to the Ministries of Planning and Finance, in addition to the issue of advances and the reasons for their delay by the concerned authorities in the ministries, which leads to the cessation of projects, in addition to the need to expedite sending the authenticity of the issuance of standard documents.
On the other hand, the committee discussed the file of ministerial projects and their completion rates according to priority according to the government program, with the mechanism for referring projects to implementing companies, and emphasizing the implementation of the laws that are voted on and related to the projects, while the governors renewed their readiness to implement the projects in record periods as soon as the amounts allocated to them are released.
The interventions of the members of the Finance Committee focused on the financial amounts for petrodollar projects, loans related to the projects, the actual expenditure for each governorate, non-oil revenues and local revenues from the ports, as well as the governorates’ shares of financial allocations, while the committee requested that all details be provided with official letters for detailed review and follow-up.
