    [ltr]Published "obelisk" text of the draft law, which the National Guard to be discussed and voted upon in the House of Representatives after the Eid al-Adha.
     Article first definitions:
    [rtl]1- [/rtl]military forces: a national guard forces within the limits of the province and the form of their children.
    [rtl]2- [/rtl]administrative units: counties and districts that make up the provinces of them.
    [rtl]3- [/rtl] balance: balance is the actual components that achieve proportional representation of the components within the province in the formation of the National Guard.
    [rtl]4- [/rtl]Council to maintain security: is the supreme body overseeing the security file management and administration of military forces in the province, which has set aside the decision of the conservative two-thirds majority of its members and is composed of the governor and vice-president of the provincial council and his deputies.
     Article II: the formation of military forces:

    Article III administration and arming military forces:

     Article IV: the functions and duties of the National Guard:

    Article V: not permissible for National Guard troops to exercise their work outside the borders of the province at all and may not enter forces from outside the province, both from the Iraqi army or the National Guard to other provinces, or the rest of the security agencies from outside the province only after the approval of the responsible local authorities within the province or based request an exception to declare a state of emergency and war, the decision of the House of Representatives
     Article VI: forming local committees in each province to implement the provisions of this law after issuing special instructions to facilitate the implementation by the Ministry of Defense and the committees shall be composed of representatives from the Ministry of Defense and the General Command of the Armed Forces and members of provincial councils and linked to three main committees centralized headed by the Vice-Prime Minister and the membership of the defense minister and his advisers National Security and a representative of the General Command of the Armed Forces and the people's representatives from each province and three committees to be monitored and addressed each of the sub-committees for the three regions, namely South, West and North.
     Article VII: The Ministry of Defence issued instructions for the implementation of the provisions of this law in cooperation with the General Secretariat of the Council of Ministers.
     ARTICLE VIII: This law after approval by the House of Representatives and published in the Official Gazette.
