An advisor to the Prime Minister reveals the specifications of the new residential cities and calls on Parliament to resolve the Bismayah issue

{Local: Al-Furat News} The Prime Minister’s Advisor for Investment Affairs, Muhammad Al-Najjar, revealed the specifications of the new residential cities, while calling on the House of Representatives to resolve the Bismayah issue.

Al-Najjar said: For the program {Free Speech} broadcast by Al-Furat satellite channel, this Wednesday evening, he said: “One year after the Sudanese came to power and the government, what has been accomplished in this period is considered very good, because we started from a stage when the country was almost at a standstill, and the government succeeded in something basic, which is "Restore hope to the investment system."
He added, "Many delegations came to the country and some countries allocated sums of money to invest in Iraq. Very large contracts were signed with Total and the gas and housing investment process was launched, in addition to the launch of the Iraq Fund for Development, which is part of the mechanism for changing the state's thinking about economic development."
Al-Najjar stressed, “The urgent need to absorb young people, replace competencies, and growth in Iraq has stopped since Saddam started the wars in the eighties,” noting that “the basic idea of the fund is to address the major crises in the country, including the housing crisis, digital transformation, and the environment, and to work on revolutionary projects in which the private sector intervenes.”
He stated, “The Housing Fund seeks to provide 5 and a half million housing units, and the government sought to finance the Development Fund’s capital of 7 trillion dinars, and we obtained one trillion, and the capital may increase to 8 trillion dinars to attract investments.”
Al-Najjar stressed, “Youth energies are a divine blessing that should be transformed into a giving revolution,” adding, “We seek to exempt investors from the bureaucracy that complicates investments, and the Fund’s participation with investors seeks to protect youth employment and support companies.”
He pointed out, “Some projects have equal returns, such as “rent and own,” and within two weeks we will offer investment schools that the state will rent for 12 years only. The role of the National Investment Authority is to develop and market investment opportunities at home and abroad. The Development Fund also seeks to introduce modern agricultural technologies. Standards should also be set. Valid for accrediting companies that grant investment projects.
Regarding the skyline of the new Sadr City, Al-Najjar explained, “It is in fact an old project that was distributed in the form of small plots of land until it became in such a way that it cannot be served, and it is an unhealthy and socially problematic condition,” likening “Bombay to Sadr City in terms of population density and lack of services.”
He said, "The project needs a huge amount of studies and needs the citizen's culture. If it happens, it will completely change the face of Baghdad. The options now are very large, but the most important thing since then is establishing the infrastructure for the project, and the studies will include building industrial cities around the city."
Al-Najjar continued, "There are multiple options regarding the alternatives available to the residents of Sadr City in exchange for their homes, and the Prime Minister has a strong will and desire to launch major projects in Sadr City that will suit the Iraqi citizen and at reasonable prices."
Al-Najjar commented on the Bismayah housing project by saying, “It is a successful project that has housed 20,000 citizens so far; but there is a delay in the project, and the completion rates do not exceed 20%, and work on it is currently halted. It is a crime that the project has been stopped, and the House of Representatives must take a decision to do so,” pointing to “converting a metro.” Baghdad is referred to as an investment method.”
He explained, "The specifications of the new cities depend on their location. For example, Al-Jawahiri City will be horizontal and surrounded by columns for the external streets to prevent sound and dust, and the horizontal areas will have spaces that allow vertical drainage," expecting that "the paperwork will be completed within 6 months, and the application for the Al-Jawahiri Residential City will be after 8 months."
He noted that "small investments will be undertaken by investment bodies in the governorates."
Regarding adhesion contracts, Al-Najjar said, “The reality of the situation is the basic defect in the contract based on contracting contracts, which is a deficiency that led to a huge loss for Iraq due to the contract formulas, which in general are contracting contracts. Now there is a judiciary that can rule against the state, and the investment law is parallel to the laws of ministries that do not Most of them respond.
She continued, "Today there is a Qatari investor who will build one of the largest tourist complexes, and today we have reached the stage of the super mall, which is larger than the mall, and the government is required to pump more residential cities to contain the 3 and a half million citizens."
We signed a contract with an international institution to study the investment of Baghdad Airport, and the airport’s location is the best and provides sufficient space for investment.”
Al-Najjar concluded by saying, “Universities do not need investment, but rather a new look at managing the education process and stopping huge amounts of colleges producing people who do not require their specializations. We need to re-evaluate the educational process in a modern way.”
