One strategy after another, approved by the Council of Ministers, without having real and clear foundations, ultimately turning into “fake and paper-based,” according to observers.
Political analyst Muhammad Nanaa says, “The strategies launched by the government are fictitious and cosmetic. The government lacks real strategic stability, meaning that it does not have real production, so it resorts to these strategies.”
Yesterday, Tuesday, the Council of Ministers voted on the Council’s recommendation of the Ministerial Council for Human Development, which included the approval of the national strategy to combat human trafficking in Iraq for the years (2023-2026) and the national plan to combat human trafficking for the year 2023.
Nanaa adds, “Strategies require three basic factors, the first of which is legislative or legal support, and the current government has taken many decisions that conflict with the constitution, according to a census that is being worked on and will be released soon.”
He continues, "The second factor is that there should be real allocations on the ground for these strategies or included in the budget law," noting that "the third factor is that they have places of implementation or that their sectoral authority be determined, for example a ministry, governorate, or headquarters."
He points out that "the strategies that were approved lack these three factors, and therefore they are considered illusory and polarizing," explaining that "every government in Iraq launches strategies, but they have not been implemented. In the government of Adel Abdul Mahdi, for example, it launched the five-year plan, but many projects were transferred in it." "It was not implemented."
He explains, “There are many projects that were transferred from previous governments, and only their names were changed. For example, the Dari project was transferred from the government of Adel Abdul Mahdi to the government of Mustafa Al-Kadhimi, who did not implement it either, and the government of Muhammad Shiaa Al-Sudani has now changed its name to: Distributing 500,000 Pieces Residential land, but despite this, no time limit has been set for the implementation of the project, as is the case with many other projects.”
Since its formation a year ago until now, the current government has launched nine strategies and initiatives, distributed in various fields, including the National Strategy for Iraqi Women (2023-2030), a major afforestation initiative, which includes planting 5 million trees and palm trees throughout all governorates of Iraq, the National Strategy for Education ( 2022-2031), launching the updated national document for population policy in Iraq and the national strategy for suicide prevention (2023-2030).
In addition, political analyst Falah Al-Mishaal explains, “The strategies are long-term and not annual or monthly, and they have a large social and economic aspect, but the important question about the strategies that are launched is who will implement them and establish them, as the launch must be preceded by an establishment phase.”
Al-Mishal explains, “For example, if the government launches a strategy to combat drugs, it must first build hospitals, provide specialized cadres, and close the entry points for drugs. The strategy means working in more than one field and is preceded by allocations, plans, and determining what will be accomplished during every two years of it. The strategy is not launched directly.”
He confirms that "these strategies launched by the government are ambitious, but the implementation tools are flawed. The ministerial cabinet suffers from corruption and the ministries lack competencies, and not every ambition necessarily finds application," noting that "in Iraq, many shocking events took place, and the investigative committees did not reach results." And if they arrived in some of them, no measures were taken, such as the Spyker crime or the theft of the century. These examples require the government to stand on one foot to solve them but avoid procrastination. Therefore, strategies need successful tools, such as efficiency, integrity, and successful management, and we suffer from great administrative backwardness.” .
It is noteworthy that many plans and strategies were launched over the past years by various successive governments, but all of them were not implemented, especially related to the economy and infrastructure development. Iraq, until now, still suffers from a shortage of school buildings, with a number of eight thousand schools, and this is approved by the Prime Minister. Muhammad Shiaa Al-Sudani, in addition to being the fifth country most affected by climate change, without any solutions, even though Al-Sudani launched a strategy specifically for climate change.
For his part, political analyst, Muhammad Ali Al-Hakim, describes the strategies launched by the government as “paper projects that come to distract the street and for media consumption and nothing more, and the Sudanese government has surpassed most previous governments by launching strategies, projects and vague promises, most of which remained ink on paper and lingering projects.”
Al-Hakim adds, “Long- or medium-term strategies often slow down, because they require continuous work within the mandates of successive governments, but each new government neglects the previous one, and begins with new projects, strategies, and other loose promises.”
The political analyst summarizes a number of reasons for not implementing the strategies, including “giving the personal and partisan interests of the political forces and parties before the public interest, the lack of real oversight, and rampant corruption in the country, specifically by the political forces,” pointing out that “government work lacks real strategic plans and lacks The presence of specialists in project management, and the competition of political and partisan forces, which contributes to the failure of projects, if they are written in the name of a specific person or party.”
Last year, the Ministry of Planning announced the end of the 2018-2022 five-year plan, without it being realized, as it confirmed at the time that the circumstances that Iraq went through after 2020 due to the Corona pandemic and the financial crisis derailed the five-year plan from some of its paths.
