Calls for the use of national competencies in financial auditing

Specialists in financial affairs and anti-corruption saw that the multiplicity of regulatory bodies and not limiting them to a specific body causes a state of confusion, in addition to the financial cost that the government will incur in contracting with international companies in this regard. This comes while the Prime Minister’s Advisor for Financial Affairs, Mazhar Muhammad Saleh, stated that the contract Government agencies, together with reputable international financial auditing companies, represent an international auditing force that contributes to reducing the phenomena of multilateral corruption.
Rapporteur of the Parliamentary Finance Committee for the fourth session, Dr. Ahmed Al-Saffar, stated in an interview with “Al-Sabah” that “global auditing companies - although they have long experience in auditing, research and investigation operations - Iraq does not lack these competencies, as many academic and professional experts possess the expertise.” This is in addition to the fact that these national experiences are more knowledgeable about the details of financial affairs in Iraq.”
He pointed out that "the issue of auditing public funds, access to justice, concern for public funds, and confronting corruption requires a strong government will to make this process successful."
Al-Saffar pointed out a noteworthy point related to the multiplicity of regulatory bodies that may cause a state of dispersion and confusion, on the one hand, and on the other hand, “national expertise is more careful in preserving public money than foreign companies whose purpose of contracting with them is to obtain funds, which will incur additional costs.” The state has large sums of money, and therefore it will be costly to Iraq.” He explained, “In order to preserve public money, reduce the cost, and limit abuse of public money, we must seek help from national expertise and competencies that possess information and details about financial transactions.” For his part, the director of the “Rasid Organization” said For Integrity,” Abd al-Razzaq al-Sultani, in an interview with “Al-Sabah”: “The problem of the multiplicity of Iraqi decision-making centers and its subjection to moods has left - and continues to have - a significant impact on the administration of the state and its various joints, and this problem has had a negative impact on building institutions in a professional and sober manner,” and he explained. “Hence, the multiplicity of regulatory bodies is a waste of time and a waste of public money, in addition to weakening the relevant institutions, specifically (the Federal Integrity Commission), which needs more government support to carry out its duties to the fullest extent, and its steps in recovering funds smuggled outside Iraq had an impact.” What is clear is the horror of many corrupt people fleeing outside and inside the country.”
He pointed out, "We Iraqis trust our national institutions, including the Integrity Commission," adding that "the experience of seeking help from foreign and international companies has proven to be a failure. Iraq had an experience 3 years ago when it brought in companies to help in anti-corruption efforts, and they spent huge sums of money and great efforts to no avail."
Yesterday, Wednesday, the advisor to the Prime Minister for Financial Affairs, Mazhar Muhammad Saleh, told “INA”: “International auditing companies have long experience in investigating the most complex financial transactions, especially financial and administrative activities and transactions with broad and complex connections called branched activities.” With long arms.
He added, "The use of an additional international audit force for important financial centers in our country has become clear in reducing the phenomena of multilateral systemic corruption, and that the positive effects of this comprehensive, multi-purpose audit undoubtedly represent a new dimension in providing a climate based on assessing the level of financial discipline, in addition to its role." In strengthening long-term paths that are of fundamental importance in government administration, and at the same time extend across the joints of multi-purpose government financial activities in our country.”
