Baghdad: Omar Abdul Latif,
a member of the steering committee for the social protection reform program, Abeer Chalabi, warned against “politicizing” the system and exploiting it to gain votes during the upcoming elections.
Committee member, former Undersecretary of the Ministry of Labor and Social Affairs, Abeer Chalabi, said in an interview with “Al-Sabah”: “Iraq was one of the countries that resorted to implementing the social protection program, but it was not in the correct manner, as evidenced by the increase in poverty rates,” pointing to “The Ministry did not comply with the articles of Law No. 11 of 2014, in addition to neglecting other articles.”
She added that “the aid estimated at 105,000 dinars per person is not sufficient to confront multidimensional poverty, without taking into account the health and educational aspects of the poor,” and that the aid granted is usually “insufficient” compared to the poverty line, “and it must also be conditional, according to what was stated in the report.” the law" .
She explained, “Many countries implement a robust social protection program, and the citizen cannot bypass the network or the aid, while the competent authorities in Iraq apply this program for the sake of inclusion only and so that there is a large number of those covered by this program, which must be According to a specific period not exceeding 6 months, accompanied by training in a specific profession
during the period of granting the aid.”
She continued, “Training centers for vocations and skills have turned into (garages) in most governorates, while the young man prefers to remain within the program to continue receiving the subsidy, and at the same time he has another job.”
The former official in the Ministry of Labor and Social Affairs suggested, “launching an integrated program before including the family to enter information and cross data between the Ministry of Labor and its departments on the one hand and the ministries concerned with the matter on the other hand, to prove whether the applicant citizen does not own a job, a car, real estate, or another resource.” .
She ruled out the possibility of reforming the program, “unless the network is restored between work and the relevant ministries, and the elderly, people with special needs, those who are completely unable to work, and the unemployed are included after they undergo special skills, professions, or training, which can then be replaced by a loan to open a project.”
Chalabi warned against what she considered “politicization” of the program, especially with the approaching election season, “by including citizens in this program in exchange for obtaining their votes during polling day,” calling on the ministry to “work with complete impartiality, far from partisanship or exploiting the citizen’s voice in the elections.”
She explained that the committee “agreed with the International Labor Organization, the World Food Programme, UNICEF and the World Bank to divide the work among themselves to conduct networking and the national registry and ensure that data are not leaked to reform the system with the aim of improving the citizen’s living situation and in harmony with achieving the 2030 sustainable development goals.”
