The media office of Muhammad Al-Halbousi continues to describe the latter as the Speaker of the Iraqi Parliament, despite the termination of his membership by the Federal Supreme Court on the 14th of this month of November, based on a “forgery” lawsuit he filed.     [size=45]As of the moment of writing this report, we have counted 8 statements issued by Al-Halbousi’s media office, talking about the latter’s activities and meetings, with his name attached as “Speaker of the House of Representatives,” despite the passage of three days since the Federal Court’s decision was issued.[/size]
    [size=45]Among the most prominent meetings of Al-Halbousi since last Tuesday - the date the decision was issued against him - until today, are his meetings with Prime Minister Muhammad Shiaa Al-Sudani, with the President of the Republic Abdul Latif Jamal Rashid, and with the head of the Sovereignty Party, Khamis Al-Khanjar.[/size]
    [size=45]The meetings also included, with the Special Representative of the Secretary-General of the United Nations in Iraq, Jeanine Hennis-Plasschaert, with the Ambassador of the United States of America to Iraq, Alina Romanowski, and with the Turkish Ambassador to Iraq, Ali Riza Konay.[/size]
    [size=45]In all of the above meetings, Muhammad al-Halbousi was mentioned as “Speaker of the House of Representatives,” according to what was published by his media office.[/size]
    [size=45]Binding and final decisions[/size]
    [size=45]Lawyer and legal advisor, Mounir Haddad, confirms that “the decisions of the Federal Court are binding and final,” indicating that “the Federal Court’s powers are to ratify and terminate the membership of members of the House of Representatives, as it is the final decree for ratification after the elections.”[/size]
    [size=45]Haddad explains, “Al-Halbousi is like any member of the House of Representatives, and his assuming the position of Speaker of the House does not prevent him from terminating his membership based on an established crime of forgery.”[/size]
    [size=45]Haddad, who was Laith Al-Dulaimi’s lawyer during the first two sessions, explains that “the lawsuit extended for a whole year, and is related to the presence of forgery and manipulation in Al-Dulaimi’s resignation.”[/size]
    [size=45]He points out that “Al-Halbousi has now become dismissed, and his political future has ended. He cannot run for any elections or office, as the presence of any misdemeanor or felony involving dishonor prevents its holder from assuming any position.”[/size]

    [size=45]For his part, a member of the Parliamentary Legal Committee, Arif Al-Hamami, confirms what Mounir Haddad said that “the Federal Court’s decision is binding and final on all state institutions,” explaining that “Al-Halbousi is currently considered a former Speaker of the House of Representatives, based on the Federal Court’s decision.”[/size]
    [size=45]Regarding the statements of Al-Halbousi’s media office and his description of the latter as “Speaker of the House of Representatives,” Al-Hamami stated, “This speech has no legal effect, as it is only media talk.”[/size]
    [size=45]Regarding the visits of Al-Sudani, Rashid, and others to Al-Halbousi, he pointed out that they “coincided with the recentness of the decision, as the decision was issued, but in writing it had not yet arrived. It is true that it took its legal force from the date of its issuance, but it did not reach in writing or in writing by mail to the Presidency of the House of Representatives.” .[/size]
    [size=45]He asserts, “This is the issue only, otherwise the decision would be understood publicly from the date of its issuance, and it was read by the President of the Federal Court, and its legal effect follows from the date of its issuance, but this period accepts camouflage and courtesy,” he says.[/size]
    [size=45]Regarding the alternative to Al-Halbousi for the presidency of the House of Representatives, he pointed out that “the position of Speaker of Parliament belongs to the Sunni component, and the Sunnis have not yet presented any alternative, and when they agree on a person, nominations will be opened to vote on.”[/size]
    [size=45]He added, “But there are signs of an agreement beginning to loom on the horizon,” noting that “one of the representatives of the Taqadum Party (which Al-Halbousi heads) announced the party’s support and submission to the decision of the Federal Court.[/size]
