The National Security Advisory is preparing to launch the National Security Strategy for the next five years 2024-2028
early next year.
The Security Policy Advisor, Director General of the National Center for Joint Planning, Dr. Ali Abdul Aziz Al-Yasiri, Chairman of the Permanent Committee for the National Security Strategy, said in an interview with “Al-Sabah”: This document expresses the government’s will to create policies and means that address challenges and threats and preserve, support and develop national interests to achieve The strategic goals and aspirations of the people, the stability of the state and its institutions, achieving the prosperity that the citizen dreams of, and the optimal investment of the natural wealth and human energy of the country and its history.
He added that the document included a set of axes and chapters starting from a vision and a mission, and then arriving at defining the highest interests of the state and the goals of the strategy, as well as the sub-goals for each goal, and moving on to details of the appropriate methods and means and priorities for achieving the goals and addressing the challenges.
He explained that the document is based on a principle established by Article 110 of the Constitution, which is the responsibility of the Prime Minister in his capacity as Commander-in-Chief of the Armed Forces to develop a security policy to manage
and protect the interests of the state.
Al-Yasiri stressed that the major and renewed internal and international challenges facing Iraq in exchange for the improvement in the security situation inside the country place additional responsibility on the Prime Minister and the state sectors, starting with the security and intelligence formations, passing through the legislative and judicial authorities, law enforcement agencies, and then the agencies concerned with responsibility for the security and stability of society, because talking about a strategy means The highest level of food, environmental, health and chemical security and all
societal and state security requirements.
He explained that the strategy is the third phase after the launch of two strategies 2007-2010 and 2010-2014, which simulated the bitter reality of an Iraq with incomplete sovereignty and collapsed security, economically and morally. But now there is a new phase led by a prime minister who is able to address services directly and has an integrated team to manage the state’s requirements.
He pointed out that the Permanent and National Committee team is sponsored by the Prime Minister and the National Security Advisor, pointing out the need to further develop institutions, formations and procedures for security and stability in society and the state so that the citizen is not only a goal but a means and a partner in this strategy to create a prosperous, secure and stable Iraq
He pointed out that the rate of completion of this strategy has exceeded 80 percent, with amendments remaining dependent on a set of answers and observations from all sectoral bodies that participated in its preparation. He expects the starting line for the strategy to be at the beginning of next year.
