    Today, Sunday (December 3, 2023), Mazhar Muhammad Salih, Economic Advisor to the Prime Minister, explained the positives of the partnership between the public and private sectors, while noting that industrial competitiveness in Iraq is the weakest among other countries.

    Saleh stated in a press interview followed by Zagros Arabia: “The country is facing a reformist economic vision based on separating (the traditional, non-productive rentier partnership and the contingent benefit), in which the private sector lived off the rentier state and government spending, and accumulated discretionary or emergency capital profits generated by the cycle of oil assets.” Without the economy benefiting from it or the market economy being able to diversify its productive activities, it became an automatic incubator for the mono-economy.” 

    He continued: “The industrial competitiveness in our country, which was shown, for example, by international indicators, is still the weakest among countries. The per capita share of the added value of manufacturing industries today does not exceed $108 annually, and the per capita share of industrial exports also does not exceed $4, while The per capita share of oil production alone exceeds $2,500, and its per capita share of the GDP is approximately $5,000,000. In other words, the manufacturing industry still contributes to the country’s gross domestic product only at a rate of less than 2%, and the contribution of agriculture also does not exceed 4% in "Best conditions."

    Saleh explained, “Based on the above, the philosophy of partnership for economic reform, the principles of which the government curriculum has launched since its approval in the House of Representatives in October 2022, has charted two important paths for partnership between the state and the private sector. The first came with the establishment of the (Iraqi Development Fund), which The plan for economic reform and the launch of a partnership between the state and the private sector, leading to the diversification of the national economy, was prepared by launching six financing funds to lend to the private sector with soft loans, especially in the field of manufacturing industry, agriculture, housing, services, youth projects, and other capacity building.

    Saleh pointed out that “the second is the launch of the strategic (development path) project, which is also based on the partnership between the state and the private sector and attracting various regional partners to generate a development renaissance between the interaction of the capabilities of the state and the private sector in achieving development and economic diversification, and its features begin in the path of economic geography from the farthest port.” FAO and even the far north of the country, by linking economic interests and activities between the Gulf, Iraq, Turkey and Europe, through projects based on investment principles that generate value chains, whether by establishing industrial cities, large agriculture, giant infrastructure, etc.

    Pointing out that the work principles announced by Prime Minister Muhammad Shia al-Sudani in his speech before the partnership conference in the field of manufacturing industry is only a signal to launch the path of economic reform, which is based only on a true partnership between the state and the private sector to reach the social market of Iraq, which is a necessary condition for diversifying the country’s economy. And the optimal use of the unemployed labor force, which achieves the planned increase in growth levels in the non-oil gross domestic product as a condition of adequacy.”
