In the presence and patronage of Prime Minister Muhammad Shiaa Al-Sudani, the “Reform of the Tax System in Iraq” conference was launched in the capital, Baghdad, yesterday, Wednesday, which includes 4 basic axes with the participation of government officials, businessmen and international organizations.
Al-Sudani said, in his speech during the conference: “Tax reform requires insistence, determination, diagnosing the defect, and taking bold decisions for this step,” adding, “It may seem at first glance that in the medium and long term, there is difficulty, but as a result we will reach a stage where people feel... The producer, consumer, investor, and businessman are in a state of acceptance and satisfaction, because justice has been achieved in the structure of tax reform.”
He stressed that "this government is serious about restoring the business environment, reforming systems and legislation, and rehabilitating institutional building, to be more attractive to investment, production, and employment," indicating that "according to this government's approach, the work represents an important message to local and foreign investors, companies, and international organizations."
He expressed his hope that "the conference will come up with recommendations for the aforementioned objectives, which are important topics for legislation, infrastructure, management, system, automation, and governance that will eliminate the state of blackmail practiced by weak souls, which represents one of the influential factors for those charged with fulfilling obligations."
Al-Sudani stated that “the concept of tax requires work, awareness and education, and it is based on the taxpayers giving up part of the state’s income through the social contract between the state and society and that these incomes are reflected in the tax, revenues and service projects to improve the living and service reality of the citizen, so that the tax sector feels that they They contribute to this development and to improving the reality of their country.”
He added, "The reality is, frankly, a painful reality in the country. Through the reforms that we have undertaken in the banking and financial aspect, a large part of the problem is evasion, fraud, and circumvention by merchants and businessmen of the tax system, so that they go to the parallel market and leave the official price and the electronic platform behind." The Central Bank to avoid going to tax or making financial transfers through banks officially and to comply with state standards in financial transfers.”
He pointed out that “reforms need to reform the tax system at the same time, so we hope that the House of Representatives will put legislation related to the tax system at the priority level, based on the outcomes of this conference, in which we will adopt everything that is agreed upon, whether it needs legislation or decisions through the House.” Ministers.
The conference aims to amend tax legislation that is not friendly to the business environment, develop tax administration and the skills of its employees to raise the level of tax performance, correct defects in the tax work environment in a way that serves the process of economic development, achieve tax justice and reduce the tax burden on taxpayers, facilitate tax procedures and adopt tax governance. And reconsidering tax and customs policies in Iraq in light of the market economy.
