    The Parliamentary Finance Committee stated that the volume of financial spending, or what was spent from the 2023 budget, amounted to about 118 trillion dinars, indicating that there is no justification for the government to delay in disbursing the governorates’ financial allocations during the coming year.
    Committee member Moeen Al-Kazemi said, in a press interview viewed by Taqadum, that “the money spent in the 2023 budget amounted to 47 trillion dinars during the first half of the year, and the volume of spending for this half was linked to the late budget approval time,” pointing out that “ As for the second half of 2023, it is expected to reach 70 trillion dinars, which indicates that there is no financial deficit for this year’s budget, which is almost over.
    He added, “The indicators given by the 2023 budget will help in completing the 2024 budget, given that estimates indicate specifying 198 trillion dinars for next year’s budget,” noting that “the rise in global oil prices will give the possibility of moving toward implementing projects and increasing investment opportunities that have diminished.” During the previous period, the amounts were not fully disbursed to the governorates and ministries, for reasons related to financial and administrative aspects, in addition to stopping disbursement in conjunction with the elections for fear of exploiting these funds.”
    Al-Kadhimi added, “The federal government, during the coming year, will have no justification for delaying in disbursing the governorates’ dues, especially since the governorate councils will be formed legally and legitimately, and this is what prompts the necessity of giving them the right to supervise the completion of the action plan to improve the reality of services,” pointing out that “ For projects in which work has been halted, the allocations for their completion will be fully disbursed after the end of the provincial council elections.”
    He continued, “The Finance Committee has not yet received the final accounts for the 2023 budget, through which it is possible to mark or note the sections for its disbursement,” stressing the need for “the final accounts to reach the Office of Financial Supervision and then be sent to the Finance Committee for the process of auditing the disbursement mechanism.”
