    Representatives from different blocs called for choosing a new speaker of the House of Representatives, demanding that the matter not be procrastinated since the House’s bylaws indicate the election of a new Speaker of the House after holding the first session following the vacancy of the position.

    The head of the “Al-Faw Zakho” parliamentary bloc, Amer Abdel-Jabbar, says that “choosing an alternative to the former Speaker of the House of Representatives is clearly indicated in the law, but there was procrastination in the selection process, because according to the bylaws of Article 12/3, the alternative must be chosen in the first session after The position was vacant, and the Council held three extraordinary sessions before the elections, which our bloc boycotted because it was necessary to choose an alternative Speaker of Parliament before starting any other sessions,” according to the official Al-Sabah newspaper.



    He asserts, “We feel that not choosing the alternative president is a process of procrastination. As for the Parliament Presidency’s citation that there is a decision of the Federal Court 2009/18 that if the position of president is vacant and a session is held and the council is unable to choose the alternative during the legislative term, there is no problem for the first deputy to be the president.” And for the sessions to continue to choose the president is contrary to reality, as the decision of the Federal Court at that time came during the legislative term and we were not in the legislative term, and secondly, the decision includes if a session was held to choose the president and the Council was unable to choose, but currently 3 extraordinary sessions have been held. To pass the commission law, so a president will not be chosen until next year.”

    For his part, member of the “Extended” parliamentary bloc, [url=https://www.alsumaria.tv/Entity/983970472/%D8%AD%D9%8A%D8%AF%D8%B1 %D8%A7%D9%84%D8%B3%D9%84%D8%A7%D9%85%D9%8A/ar/]Haider Al-Salami[/url], explains, “The bylaws of the House of Representatives confirm that the first session held after the position of Speaker of the House of Representatives becomes vacant must be dedicated to electing the Speaker of the House, and accordingly we are in favor of respecting the regulations and laws.”

    He adds, “The bylaws of the House of Representatives indicate and confirm that a session will be held to choose the president, and the members of the House and its presidency should have been the first to adhere to the bylaws,” according to the newspaper.

    Al-Salami points out that “the solution lies in the Council proceeding to choose a president by announcing the session to elect the Council’s President, and thus the session will inevitably be held and a quorum will be reached,” noting that “as much as possible we are trying to eliminate quotas and balances, but so far no names have been put forward for nomination.” And an (extension) bloc with the empowerment of the opposition in the presidency of the Council, and all parties participating in the government are supposed to show good faith in dealing with the opposition and empowering it in the presidency of the House of Representatives, so that the work of the House of Representatives is real in the field of oversight of the executive authority.”

    The House of Representatives was scheduled to hold a session to elect a new president before the local elections, but the session was postponed until further notice without setting a date for it.
