    He added, “The principle of half plus one, which determines the option of choosing governors, is the consensual formula that will be followed in forming local governments,” pointing out that “the framework is open to all other political proposals, but according to an equation that guarantees electoral entitlements, especially since the framework forces have achieved important results in Most of the governorates.
    He pointed out that "the framework's view relies on three important paths: forming strong and consistent governments with their councils, and whose priorities should be reconstruction and construction, and seeking to create a stable political climate that encourages more activity away from any political debates that hinder the state of tranquility that the governorates are enjoying at the present time." .
