[size=45]Events have clashed in Iraq due to the crisis of choosing the speaker of the parliament, which has been suspended since last year, and everyone has no choice but to use the judiciary to save the situation. The coordination framework is now in a race against time, as competitors are trying to snatch the position of governor in some governorates, while the former is still stalling its steps while awaiting the selection of the new Speaker of Parliament.[/size]
[size=45]The “framework” is subject to complex internal calculations regarding the distribution of governor’s positions, and the decision of some local governments depends on deals concluded at the expense of the issue of the presidency of Parliament.[/size]
[size=45]So far, the Shiite coalition is preparing to distribute 9 governors among its parties affiliated with the “framework,” where the Nabni coalition, led by Hadi Al-Amiri, will receive about half of the positions.[/size]
[size=45]On the other hand, the Basra crisis will remain unresolved, at a time when Governor Asaad Al-Eidani, who is closest to the position again, seems to have surprised everyone and announced the date of the first session of the Provincial Council tomorrow, Tuesday.[/size]
[size=45]In Parliament's last attempt to choose its president, it failed last Saturday, for the fourth time, due to sharp disagreements within the coordination framework, and the Sunni forces' failure to give up one of the candidates closest to the position.[/size]
[size=45]The Parliament’s Media Department stated, in a statement, that “Parliament postponed the first paragraph of its agenda regarding the election of the Speaker of the House of Representatives, until the lawsuits are resolved by the Federal Court.”[/size]
[size=45]The judiciary is considering a decisive case regarding the legality of the session to select the Speaker of Parliament that took place in mid-January, which was disrupted by a quarrel inside the meeting hall.[/size]
[size=45]Parties within the Coordination Framework, and to some extent some Sunni forces, agree that the only solution to get out of the crisis in choosing the Speaker of Parliament is “to consider the judiciary to consider the last session illegal,” according to what an official in the “Framework” says.[/size]
[size=45]The Federal Court decided in mid-November to dismiss Al-Halbousi based on a “forgery” lawsuit filed by Representative Laith Al-Dulaimi, who was also dismissed by the court due to the same lawsuit.[/size]
[size=45]The MP for Taqadum, led by Al-Halbousi, Haibat Al-Halbousi, who filed the lawsuit against the last parliament session, said in a statement that it focuses on “the unconstitutionality of the procedures and calls for the session to be annulled.”[/size]
[size=45]The Sunni forces had presented 4 candidates for the presidency of the House of Representatives. Shaalan al-Karim, Al-Halbousi’s candidate, achieved the highest votes in the last session, but he needed a second round to decide the position in his favor.[/size]
[size=45]Before the start of the second round, it seemed that the coordination framework, which entered into an uncalculated crisis, created a problem inside the hall to postpone the session until further notice. From that moment, the media exchanges began between the wings of the “Frame” over what happened in the session, reaching the point of “treason.”[/size]
[size=45]Mohsen Al-Mandalawi, the acting Speaker of Parliament, had asked representatives, most of whom were from the coordination framework, to provide clear information about what they said was that representatives had received “bribes” to vote on a specific candidate.[/size]
[size=45]Old video clips plunged the coordination framework into a crisis, due to Al-Karim appearing in them glorifying the former regime, while the Badr Organization and the Victory Coalition were subsequently forced to disavow voting for the latter.[/size]
[size=45]Representatives from “Al-Atar” filed a lawsuit against Al-Karim to prevent him from running again, while Al-Halbousi’s party filed an appeal against “violations” that occurred in the last session. The new session, if the judiciary decides today, Monday, to cancel the last session, will allow the Sunni forces to submit a list of different names to the Presidency of Parliament to get rid of “Al-Karim’s predicament,” according to what the official in the “Framework” says.[/size]
[size=45]The Federal Court had set Monday as the date to decide on the legality of the previous session to elect the Speaker of the House of Representatives.[/size]
[size=45]A few days ago, the Shiite and Sunni forces held meetings in which they tied the names of the new governors and the Speaker of Parliament into “one basket.”[/size]
[size=45]According to what leaked from those dialogues, the Nabni coalition will take over four governorates and three governorates for the State of Law and Wisdom.[/size]
[size=45]The coordination framework had gotten rid, to some extent, of the problem of conservatives affiliated with Al-Sadr in Maysan and Najaf, after indications from the movement’s leader that he “would not partner with the framework again.”[/size]
[size=45]But the problem continued with Al-Eidani, who holds the majority of seats in Basra (12 out of 23 seats), while mediations failed to convince him to take over the Ministry of Water Resources in exchange for him giving up the position of governor, according to some leaks.[/size]
[size=45]Surprisingly, Al-Eidani set tomorrow, Tuesday, the date for holding the first session of the New Basra Governorate Council, while the “Framework” may boycott the session.[/size]
[size=45]According to a document issued by the office of the Governor of Basra, Asaad Al-Eidani, “for the requirements of the public interest and in reference to what was stated in the letter of the Independent High Electoral Commission, it was necessary to inform the members of the above-mentioned council to attend on Tuesday, 1/30/2024, at three o’clock in the afternoon, in the Basra local government building, to hold a meeting.” The first session of the Basra Governorate Council.[/size]
[size=45]According to the leaks, Babel, Dhi Qar, and Diwaniyah will go to Nabni, and the coalition will also take over the provinces of Maysan or Diyala.[/size]
[size=45]Babel will be the share of Asaib Ahl al-Haq, which now runs the governorate, and Diwaniyah will be the share of the Sanad Bloc, affiliated with the Minister of Labor, Ahmed Al-Assadi.[/size]

[size=45]It is believed that Al-Hikma, led by Ammar Al-Hakim and with the support of Hadi Al-Amiri, is planning arrangements with Al-Halbousi to grant his party the presidency of Parliament in exchange for the members of “Taqadum” in the Baghdad Council voting in favor of Al-Hakim in the governorate position.[/size]
[size=45]The same scenario may be repeated in Diyala, where Al-Amiri fears losing the position of governor from his hands there, and also needs Al-Halbousi’s support.[/size]
[size=45]It seems that this matter has angered the state of law, which is planning to choose Abdul Muttalib Ali Al-Alawi, a member of the winning coalition in Baghdad, for the position of governor after the loss of the current governor, Muhammad Jaber, who also represents the state of law, in the local elections.[/size]
[size=45]By the same mechanism, Nouri al-Maliki, the leader of the State of Law, wants to obtain the support of the Azm coalition in Baghdad to choose the governor, in exchange for support for the first candidate for the presidency of Parliament, Mahmoud al-Mashhadani.[/size]
[size=45]It is likely that the State of Law will obtain the position of Governor of Wasit, which is now run by Muhammad Al-Mayahi, who is also affiliated with the Sadrists, and has 6 seats out of 14. Al-Maliki’s coalition may also obtain the position of Governor of Muthanna, while the Governor of Najaf, which is the most important stronghold of the Sadrists, may also go to Al-Hikma.[/size]
