Expectations to reduce 16% of emissions in 2030

The Health and Environment Committee in the House of Representatives expected that Iraq would be able to reduce 16 percent of its emissions in 2030. The committee’s advisor for environmental affairs, Dr. Ammar Jaber Al-Atta, said: “Iraq will have to reduce this amount of emissions after six years according to the historical data of its emissions and extrapolating its data in the future.” "Compared to 2020 levels, this percentage is due to increasing population growth and unregulated energy consumption."
Al-Atta added in an interview with “Al-Sabah” that “the corresponding amendments will increase the burden of Iraq’s nationally determined contributions by the amount transferred, which exposes the country to the risk of being unable to meet future nationally determined contributions,” noting that “every country has limited mitigation opportunities, and because Options for Mitigation and Adaptation Actions Fees should include some of the benefits of hosting the mitigation activity while not increasing the cost of the mitigation activity to the point that it would end its viability.
Al-Atta explained, “Not all countries may have the necessary resources to fulfill their nationally determined contributions and may make their implementation conditional on international support, such as financial or technological assistance, as these goals are known as conditional nationally determined contribution goals and are unlikely to be achieved without the required support, and it is “It is very possible to achieve the goals of unconditional nationally determined contributions by any country using its own resources.”
He gave an example by "targeting the nationally determined contributions in Iraq to reduce unconditional greenhouse gas emissions by 1-2 percent, in contrast to 13 percent, which represents contributions conditional on receiving 100 billion US dollars in financial support and technical assistance, as Article VI of the (Paris Agreement) stated." ) that countries can continue voluntary cooperation in implementing their nationally determined contributions to allow for higher ambition in mitigation and adaptation actions, and to promote sustainable development.” Al-Atta defined voluntary cooperation as “international trading of emission reductions known as (mitigation outcomes or MOS between countries), where mitigation targets achieved in one country are counted among another country’s Nationally Determined Contribution (NDC) targets in exchange for payment. As such, Article VI mechanisms allow directing international financing to mitigation activities that face implementation barriers, such as conditional nationally determined contribution measures.”
He pointed out that “Article Six provides a framework for implementing the cooperative approach that includes a set of rules that must be followed for monitoring and submitting national reports. These rules stipulate that the country that transfers the mitigation results internationally must apply corresponding adjustments (Corresponding adjustment) to its emissions balance equal to the transferred mitigation results.” Thus, the corresponding amendments ensure that mitigation results generated from an activity and transferred internationally are not counted within the nationally determined contributions of both countries - that is, mitigation results are not double counted.
Al-Atta pointed out that “applying the corresponding amendments helps to avoid double counting, as any selling country may be exposed to the risk of (over-selling), as the risks of over-selling indicate that a country transfers a very large number of the consequences of mitigation to... international level, leaving them with insufficient emissions reductions to reach their NDC targets.”
