    On Sunday, the Ministry of Agriculture denied the existence of a new directive related to changing the type of land from agricultural to residential, while clarifying the procedures and laws officially in place in dealing with this file.
    The Director General of the Agricultural Lands Department in the Ministry of Agriculture, Ali Hamid Al-Shammari, said in a statement reported by the official news agency, and seen by Al-Iqtisad News, that “there is no new legal article or new directive to change the type of land from agricultural to residential, and work is being carried out by a council decision.” Ministers No. 320 of 2022, regarding trespassers on agricultural lands.”

    Al-Shammari added, “Among the decisions and laws in force are changing sex and raising the hand of agricultural reform for investment projects, changing sex from agricultural to residential in accordance with Municipal Law No. 80 of 1970, and the law lifting sex change using Industry Law No. 20 of 1998,” stressing that “There is nothing new except these decisions and laws, and the procedures remain the same regarding changing the type of lands.”

    For his part, Deputy Minister of Agriculture, Mahdi Sahar Al-Jubouri, told the Iraqi News Agency (INA), “Council of Ministers’ Decision No. 320 of 2022 to convert agricultural lands to residential for all Iraqi governorates, is taking place during several stages that were initiated by the Ministry of Construction and Housing and the municipal directorates in Governorates to identify encroached agricultural lands that are close to cities, and that they be within regular building complexes, and also that there are areas designated for services by converting these lands into agricultural lands.

    Al-Jubouri added, “The first stages began with inventorying these encroached lands and determining the number of encroached residential homes, in addition to the other stage that relates to the Ministry of Agriculture removing the hand of agricultural reform or the status of agricultural reform from these lands, to complete the final stage by owning those residential homes to their occupants and within Ministry of Construction controls.

    The decision taken by the Council of Ministers, No. 320 of 2022, authorized the Baghdad Municipality to convert the type of occupied agricultural land to residential and give it ownership to its residents, on the condition that it belongs to the state and does not obstruct any vital projects in the future, such as laying conveyor lines or forbidden areas, and in this case. The trust may own it and convert it to residential.
