E-governance program provides a database for the task of citizens

Economists called for the Iraqi government to raise financial support gradually for basic services provided by the government to the citizens without prejudice slides poor, stressing that the implementation of e-governance program in the state institutions will contribute to the reduction of many of the routine steps and helps to develop a public database of all citizens.
The economist said the appearance of Mohammed Saleh in an interview for the "long", that "there is a major imbalance in the process of collecting money from the government as a result of submitting multiple services such as water, electricity, sewage and telephone at nominal prices did not match the cost of large industry."
"The government has promised a comprehensive administrative reforms confirmed by the Prime Minister Haider al-Abadi, and this step is considered to be part of building a modern state that does not offer its services free of charge, as is happening now."
He explained that "the Iraqi economy suffers from a clear imbalance represents the equality of all slides rich and poor to provide the service, which contributed to the depletion of 48% of the federal budget as an expense to provide free services without imports remember that it can compensate for what has been spent."
"The imports of Interior and derived from taxes and financial charges represent an important part of the budget of the country, as in Jordan, which established a system, service certain whereby the deduction of a fixed amount for providing public service to use that money to sustain and develop infrastructure projects new and integrated."
He stressed that "activation of electronic governance system, which determines the identity and pattern of use of citizen services through a program to identify people and inventory all their financial requirements and making it easier to collect taxes and fees owed to each family, according to the monthly turnover."
He pointed out that "there is a package of laws must be activated to change the reality of fiscal revenue for the government, the most important law of social protection and social welfare in addition to the Social Security Act, which provides a ceiling defined to support the poor and not affected when the removal of subsidies uncle of government services."
He pointed out that "a lot of government institutions unable to develop its services as a result of the fiscal deficit suffered by the government because of the limited budget and lack of imports and financial institutions taxes and the Municipality of Baghdad and customs, and many others."
And announced the Municipality of Baghdad, last Sunday, it had decided to increase the wages of the pricing of pure water in order to increase imports Amana contribute to the implementation of strategic projects.
A statement by the Baghdad Municipality received the "long" version of it, that "the secretary of Baghdad agency Naim Abaub chaired an expanded meeting of the body of opinion in the presence of Kelly Baghdad Municipality for Technical Affairs and Administration and the Inspector General and members of the committee of general managers, experts and advisers were at the meeting discussed a number of issues on the agenda and made the decisions and recommendations as may be necessary so as to contribute to the advancement of the services provided to citizens. "
"The Municipality of Baghdad in the process of increasing the pricing of pure water in order to increase imports and honesty and in accordance with the rates approved in many countries of the world according to the cost, with the addition of a simple profit contribution in the implementation of strategic projects which need money to implement a service to the people of Baghdad."
While the Ministry of Electricity and called for citizens and state institutions to "pay what Bzmthm of wages in order to perpetuate the power", pointing out that "citizens can installment bills in the event of being in debt earlier."
In turn, said economic expert Mohamed Abdel Latif "long", that "the basic services provided by successive governments almost free, where the system lacks the administrative institutions in service to the mechanism of a process whereby the collection of money by the billions."
"The taxes and fees which are levied by the government does not represent only a small percentage intervention in the general budget in return for exchange of billions on public service facilities which blatantly wasted."
He explained that "the country needs to radical changes in the laws and regulations on the operations of obtaining government money from citizens to gradually pass is then re-distributed to the poorer segments of society."
He said the "process of financial dependence on imports as a result of the sale of oil led to the transformation of financial budgets for the country to fund disbursements without getting money in exchange for providing basic services to the community."
He stressed that "the development of internal resources is not only through the development of management skills, according to the e-governance program which would reductase steps in the direction of determining the incomes and the number of Iraqi families and the extent of use of the service varied vocabulary."
And e-government include all public services provided by the government for the audience, such as renewal of driving license and the issuance of birth certificates and the various sectoral services such as e-health and e-education and others. Due to the nature of e-government, it is possible to provide those services (24 hours) in the day and throughout the year, and are usually building a unified portal.
The Iraqi Ministry of Planning has launched (November 23, 2011), e-government system to facilitate the activities and administrative work for the government and maintain files of information from damage or exposure to manipulation, as in the case of paper files.
The cabinet approved in (August 2010), the central plan for e-government and approved by the ministries and local governments and the Kurdistan region, including contributing to the capacity building of human and material to employ ICT in Iraq and directing ministries and provinces to contribute effectively to the implementation of the plan.
It includes e-government project linking the country's ministries with each other as well as other services provide ease and speed of interaction between citizens and government departments.
The e-government project in Iraq began a year ago (2003) the formation of a government agency for the project, but the deteriorating security situation and the lack of appropriate infrastructure over the past years has led to delay its application.
