Democratic Representatives: Political pressures behind handing over the oil file to Baghdad

A member of the Finance Committee of the Kurdistan Democratic Party bloc, Ikhlas Al-Dulaimi, hinted that the regional government’s handover of the oil file to the federal government came as a result of political pressure from parties and figures inside and outside the region.
Al-Dulaimi explained, in an interview with Al-Sabah, that “the regional government was selling oil with non-oil revenues, and receiving the salaries of its employees with a deficit of 100-200 billion dinars per month, but the employee was psychologically stable and not in the current situation,” as she put it.
Al-Dulaimi added, “The pressure on the region from the Kurdistan parties, representatives, and political figures was pushing towards handing over the oil file to the federal government, and this is what happened as if it was forced, even though we see it as incorrect,” noting that “the federal government began selling the 400,000 barrels through Basra.” By transferring the region’s share from OPEC to the government, with the regional government relying on the federal government to deliver employee salaries.”
She believed that “the federal government is supposed to start funding monthly according to the actual spending in the budget law, regardless of the fact that the law is unfair in adopting a percentage

She continued, "The federal government relied on the Federal Court's decision regarding nationalization, and there is a clear constitutional violation in the decision, as it did not refer to the time of nationalization, but rather said until nationalization takes place, and this is the federal government's argument for cutting employees' salaries."
