    [size=45]The President of the Federal Supreme Court, Jassem Muhammad Abboud, announced that the court opened the horizons of communication with its counterparts from the courts in the Arab and international countries.[/size]
    [size=45]The court stated in a statement (Al-Mada), that “The President of the Federal Supreme Court, Jassem Muhammad Abboud, received the Azerbaijani Ambassador to Baghdad, Naseer Mammadov, at the headquarters of the Federal Supreme Court in Baghdad, where the President of the Federal Supreme Court welcomed the Ambassador of Azerbaijan in Baghdad, and during the meeting, the development of relations between the two countries was discussed.” The two friends and the strengthening of joint cooperation in all fields and the necessity of continuous communication and meetings to exchange legal expertise in the field of constitutional judiciary. Congratulations were sent to Judge Fikret Ighlu Mammadov for his appointment to the position of President of the Constitutional Court in Azerbaijan.”[/size]

After the decision was issued, two salaries were delivered for two consecutive months.”[/size]
    [size=45]The President of the Federal Supreme Court pointed out that “the federal system in Iraq consists of a capital, regions, decentralized governorates, and local administrations based on the provisions of Article (116) of the Constitution, and that the Constitution, upon its implementation, declared the Kurdistan Region and its existing authorities a federal region based on the provisions of Article (117) of the Constitution and its powers.” Regions have the right to exercise legislative, executive and judicial powers in accordance with the provisions of the Constitution, with the exception of what is stated therein regarding the exclusive powers of the federal authorities based on the provisions of Article (121/First) of the Constitution. The provinces that are not organized into a region enjoy broad administrative and financial powers that enable them to manage their affairs in accordance with the principle of decentralization. Administrative based on the provisions of Article (122/Second) of the Constitution.”[/size]
